Defense Logistics Agency Energy
About this file
This is a Justification and Approval (J&A) document for other than full and open competition for a federal contract opportunity.
The Defense Logistics Agency (DLA) Energy is seeking to procure Turbine Fuel, Aviation (JA1) through solicitation SPE602-26-R-0703 on a sole-source basis. The requirement is for delivery via pipeline to a location in the Middle East to support U.S. military and coalition forces. The contract will be structured as a one-year, fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with economic price adjustment (EPA) provisions, running from January 1, 2027 through December 31, 2027, with a 30-day carryover period and an optional six-month extension at no additional quantity. The anticipated cost to the Government is based on historical pricing escalated to a January 7, 2026 reference date, with the price per gallon determined by the current contract award. Defense Working Capital Funds will finance this procurement.
The J&A justifies other than full and open competition under 10 U.S.C. 3204(a)(1) due to a single responsible source and unique delivery constraints. The designated supplier is the only entity capable of accepting pipeline delivery at the specified location, as the facility can only receive fuel through pipeline infrastructure. DLA Energy posted a Sources Sought notice (SPE602-26-RFI0703) on SAM.gov on January 21, 2026, although the requirement remains restricted to pipeline delivery. Market research conducted by DLA Energy's Requirements and Inventory Control Branch analyzed possible transportation modes and confirmed the sole-source determination. A companion portion of the total annual requirement will be separately solicited under full and open competition in the 2026 Bulk Petroleum Western Pacific solicitation (SPE602-26-R-0706), which will allow for pipeline or tanker delivery options.
