About this file
This is a Justification and Approval (J&A) document for a bridge contract extension issued by the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in San Diego, California.
The J&A requests approval to extend an existing Waterfront Facilities IV Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for 12 months beyond its current January 2026 completion date to January 2027. The contract, valued at $750,000,000 total (inclusive of options), was originally awarded on January 14, 2021, to eight contractors: DoD Marine Constructors JV, Dutra Group, Granite-Healy Tibbitts JV, Manson Construction Inc., Marathon Construction Corp. Inc., R.E. Staite Engineering Inc., Reyes Construction, and TNT Constructors. A three-year option was exercised in January 2023. The contract covers waterfront construction, repair, and renovation services including piers, wharves, quay walls, dredging, marine pile driving, boat ramps, and related utilities at various government installations within the NAVFAC SW Area of Responsibility. The statutory authority for other than full and open competition is 10 U.S.C. Section 3204(a)(1), justified by the critical need for a six-month bridge to award a competitive follow-on task order and the absence of alternative general construction vehicles available to meet mission requirements. The Contracting Officer determined anticipated costs are fair and reasonable. The follow-on contract will be competitively sourced with the J&A released per FAR 6.305.
