About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition to extend an existing bridge contract for the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), located in San Diego, California.

The document requests approval to extend the Waterfront Facilities IV Multiple Award Construction Contract (MACC) for an additional 12 months through January 13, 2027. The Waterfront Facilities IV MACC, originally awarded on January 14, 2021, to eight contractors, is used to award task orders for construction, repair, and renovation of waterfront structures and dredging at various government installations within the NAVFAC SW Area of Responsibility, including locations in California, Arizona, Nevada, Utah, Colorado, and New Mexico. The contract covers a wide range of waterfront and marine construction work including piers, wharves, quay walls, magnetic silencing facilities, bulkheads, sea walls, dry docks, boat ramps, docks, marinas, shore protection systems, and associated utilities. The current contract holders are DoD Marine Constructors JV, Dutra Group, Granite-Healy Tibbitts JV, Manson Construction Inc., Marathon Construction Corp. Inc., R.E. Staite Engineering Inc., Reyes Construction, and TNT Constructors. The contract has a total value of $750,000,000 including options. The justification cites the urgent need for a six-month bridge to maintain critical waterfront engineering capabilities and notes that no viable alternative general construction vehicle exists within the required timeline. The statutory authority for other than full and open competition is 10 U.S.C. Section 3204(a)(1). The follow-on contract will be competitively sourced, and the J&A will be released in accordance with FAR 6.305.
