About this file
This is a Justification and Approval (J&A) document for using other than full and open competition to extend a bridge contract under the Department of the Navy's Naval Facilities Engineering Systems Command Southwest (NAVFAC SW).
NAVFAC SW requests approval to extend the Waterfront Facilities IV Indefinite Delivery Indefinite Quantity (IDIQ) Unrestricted Multiple Award Construction Contract (MACC) for 12 months beyond the current January 2026 completion date, extending performance to January 2027. The contract, awarded on January 14, 2021, to eight contractors (DoD Marine Constructors JV, Dutra Group, Granite-Healy Tibbitts JV, Manson Construction Inc., Marathon Construction Corp. Inc., R.E. Staite Engineering Inc., Reyes Construction, and TNT Constructors), has a total value of $750,000,000 including options. Approximately [redacted] has been obligated to date, with approximately [redacted] remaining capacity. The contract supports construction, repair, and renovation of waterfront structures and dredging across the NAVFAC SW area of responsibility, including piers, wharves, quay walls, bulkheads, sea walls, docks, boat ramps, marinas, and associated utilities. The statutory authority for this non-competitive action is 10 U.S.C. Section 3204(a)(1). NAVFAC SW determined that a six-month bridge contract is necessary to complete critical work while the follow-on Waterfront Facilities V MACC, anticipated for award by February 2026, undergoes competitive sourcing. The contracting officer determined the anticipated cost is fair and reasonable. The J&A will be released in accordance with FAR 6.305.
