About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a bridge contract awarded by the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in San Diego, California.
The J&A approves a 12-month bridge contract extension under the Waterfront Facilities IV Indefinite Delivery Indefinite Quantity (IDIQ) Unrestricted Multiple Award Construction Contract (MACC) for waterfront construction, repair, and renovation projects at various government installations within the NAVFAC SW Area of Responsibility, primarily in California, Arizona, Nevada, Utah, Colorado, and New Mexico. The original IDIQ MACC was awarded on January 14, 2021, to eight contractors: DoD Marine Constructors JV, Dutra Group, Granite-Healy Tibbitts JV, Manson Construction Inc., Marathon Construction Corp. Inc., R.E. Staite Engineering Inc., Reyes Construction, and TNT Constructors. The three-year option period was exercised on January 14, 2023. The total contract value inclusive of options is $750,000,000, with the current contract completion date of January 13, 2026. The proposed action will extend the existing contract for 12 months to January 13, 2027. The statutory authority for this non-competitive action is 10 U.S.C. Section 3204(a)(1), justified by the need for a six-month bridge to award a critical competitive task order and the lack of another viable general construction vehicle available to meet mission requirements. The follow-on contract is being competitively sourced, and the J&A will be released in accordance with FAR 6.305. The Contracting Officer has determined the anticipated costs to be fair and reasonable.
