JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

This document is a Justification and Approval (J&A) for a bridge contract extension to the Waterfront Facilities IV Multiple Award Construction Contract (MACC) awarded by the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), Department of the Navy, located in San Diego, California.

The J&A approves extension of the existing Waterfront Facilities IV MACC contract for an additional 12 months, extending performance through January 13, 2027. The MACC was originally awarded on January 14, 2021, to eight contractors: DoD Marine Constructors, JV; Dutra Group; Granite-Healy Tibbitts JV; Manson Construction, Inc.; Marathon Construction Corp., Inc.; R.E. Staite Engineering, Inc.; Reyes Construction; and TNT Constructors, with a mix of large and small business classifications. The original contract value was $750,000,000, with a one-year option exercised in January 2023. The total awarded amount to date is redacted in the document, with remaining capacity also redacted. The contract covers construction, repair, and renovation of waterfront structures and dredging at multiple installations within the NAVFAC SW Area of Responsibility, including piers, wharves, quay walls, sea walls, docks, boat ramps, and associated utilities.

The statutory authority for this non-competitive bridge award is 10 U.S.C. Section 3204(a)(1), implemented by FAR 6.302-1. The rationale cites the necessity of a six-month bridge to award a critical competitive task order, with detailed justifications redacted. The contracting officer determined anticipated costs are fair and reasonable. The document notes that a follow-on contract is being competitively sourced and will be released in accordance with FAR 6.305, with task order award anticipated no later than February 2026.
