About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal contract opportunity.
The Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in San Diego, California, seeks approval to extend the Waterfront Facilities IV Indefinite Delivery Indefinite Quantity (IDIQ) Unrestricted Multiple Award Construction Contract (MACC) for 12 months beyond the current January 2026 completion date, extending performance to January 2027. The contract was originally awarded on January 14, 2021, to eight contractors: DoD Marine Constructors JV, Dutra Group, Granite-Healy Tibbitts JV, Manson Construction Inc., Marathon Construction Corp. Inc., R.E. Staite Engineering Inc., Reyes Construction, and TNT Constructors. The total contract value is $750,000,000 with options exercised in January 2023. The extension is justified under 10 U.S.C. Section 3204(a)(1) due to mission-critical urgency and the lack of alternative contract vehicles available to address waterfront engineering construction projects within the NAVFAC SW Area of Responsibility. The contract covers new construction, repair, and renovation of waterfront structures including piers, wharves, docks, dredging, and associated utilities at various government installations across California, Arizona, Nevada, Utah, Colorado, and New Mexico. The follow-on contract will be competitively sourced, with the J&A to be released in accordance with FAR 6.305. The Contracting Officer has determined anticipated costs to be fair and reasonable.
