Justification Review Document Summary

This is a Justification Review Document for an RFO FAR Part 12 Sole Source procurement by the U.S. Army Mission and Installation Contracting Command (MICC) at Fort Bragg, North Carolina. The requiring activity is Headquarters, United States Army Reserve Command (USARC). The Government seeks to award a firm-fixed-price contract to Laser Shot, Inc., located in Stafford, Texas, for systems technology refresh and a five-year extended warranty covering twenty (20) Preliminary Live-Fire Simulator (PLFS) systems. The contract scope includes upgrading and replacing critical hardware components—gaming computers, video projectors, M4 rechargeable PEQ lasers, magazine round counters, charging docks, simulator screens, and CO2 refill adapters—along with initial system surveys, technology refreshes to meet modern operational standards, periodic courseware updates, and comprehensive warranty coverage encompassing labor, parts, repairs, and replacements. The estimated delivery date is no later than December 5, 2026, with projected award in September 2026 using fiscal year 2026 Operations & Maintenance funds under simplified acquisition procedures for commercial products and services per Title 41 U.S.C. 1901 and FAR 12.201-1.

The justification establishes that Laser Shot is the only qualified source capable of performing this work because the company manufactures the PLFS systems and is the sole publisher and copyright holder of the proprietary software and firmware required for system integration and functionality. Market research, including a Sources Sought Notice (PANMCC051878) posted to SAM.gov that closed August 11, 2026, received five vendor responses; however, only Laser Shot was deemed technically acceptable. Two alternative vendors proposed complete system replacement—which would violate the Government's core requirement and incur significant additional costs and training delays—while two other vendors failed to provide technical capability documentation. Using any non-Laser Shot source would void existing warranty terms and risk system operability. The Government acknowledges commitment to increase future competition through early market research prior to warranty expiration, re-posting sources sought notices, and engaging industry through open-market research tools. A comparable prior procurement was executed in December 2025 under Purchase Order W91247-26-P-A004, also awarded to Laser Shot. Laser Shot is registered as a Small Business, and no subcontracting plan is required per RFO FAR 19.109(b)(1). Fair and reasonable cost determination is based on price analysis, Independent Government Estimate (IGE), and historical comparisons; certified cost or pricing data is not required as the services are considered commercial.

Control No: MICC 2026-4

RFO FAR Part 12 Sole Source Justification & Approval

1. Requiring Activity: Headquarters, United States Army Reserve Command (USARC), Fort Bragg, NC.

2. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Fort Bragg, Fort Bragg North Carolina, 28310

3. Description of Action: Request approval to award a firm-fixed-price contract with Laser Shot, Inc., 4214 Bluebonnet Drive, Stafford, Texas, 77477-2911. The Government projects award for September 2026 and fiscal year 2026 Operations & Maintenance Funds will be used.

4. Description of Supplies/Services: The contractor will provide all personnel, equipment, and services required to perform a systems technology refresh and deliver a five-year extended warranty for twenty (20) U.S. Army Reserve Preliminary Live-Fire Simulator (PLFS) systems. This comprehensive effort includes upgrading and replacing critical hardware components – specifically gaming computers, video projectors, M4 rechargeable PEQ lasers, magazine round counters, charging docks, simulator screens, and CO2 refill adapters. Additionally, the contractor is responsible for conducting initial system surveys, executing technology refreshes to meet modern operational standards, providing periodic courseware updates, and ensuring all modernized systems are fully covered under a five-year warranty encompassing labor, parts, repairs, and replacements.

Estimated delivery date: No later than 5 December 2026 Total Value:

5. Authority Cited: Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1

(DFARS CD 2026-O0028):

6. Reason for Authority Cited: This action requires the use of the authority cited to procure essential commercial services for the maintenance and repair of the Preliminary Live-Fire Simulator (PLFS) and Mobile Marksmanship Training Simulators (MMTS). The rationale is consistent with the authority for acquiring commercial services on a sole-source basis under RFO FAR Part 12.

a. Background. Laser Shot manufactures the Preliminary Live-Fire Simulator

(PLFS) which consist of Mobile Marksmanship Training Simulators (MMTS) and is the only company approved to repair, upgrade, and warranty these products, including computers and recoil kits. Laser Shots cameras, software, and firmware have been developed and configured by Laser

Shot to work specifically with these simulators. Only Laser Shots technology and software is guaranteed to work with the simulators as their technology is proprietary and has been designed to integrate with other Laser Shot components. Laser Shot is the publisher, holder of all copyrights, and the sole source for the only software and firmware that works with these simulators.

b. Alternatives. The Government did not identify any viable alternatives to Laser

Shot, Inc. for this requirement.

The requiring activity’s market research, in their previous procurement of December 2025, identified one alternate vendor, , who responded (June 2025) that they could not repair, update, or warranty the existing Laser Shot MMTS systems. Instead, proposed a solution to replace the current systems with eight new training systems. This alternative was not pursued because it would require full replacement of Government owned equipment, incur significant additional cost, and delay training due to procurement, installation , and instructor re-training.

Additionally, the existing PLFS systems warranties require that all refresh, maintenance, and upgrades be performed by Laser Shot technicians. Using any non-laser Shot source would void the warranty and risk system operability.

c. Impact if this justification is not approved. If the requirement is not approved, the

USARC simulators will continue to experience significant operational degradation and will remain at increased risk of becoming unusable. Delays in required system refresh, warranty renewal, and maintenance support would further degrade system reliability and availability, negatively impacting critical training capability and overall force preparedness.

7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by RFO FAR 5.301 and any bids or proposals received shall be considered.

a. Effective Competition: Because this is a sole source action, effective competition is not applicable.

b. Subcontracting Competition: Laser Shot is registered as a Small Business. IAW with RFO FAR 19.109(b)(1) a subcontracting plan is not required.

8. Actions to Increase Competition: Laser Shot is the most cost-effective vendor because the necessary equipment has already been purchased and integrated.

Selecting a different vendor would incur significant additional costs related to procurement, installation, and training as well as increased risk to system operability and mission readiness.

To increase competition in the future, the Government will conduct early market research prior to the expiration of the current system warranty to identify additional qualified vendors capable of providing compatible maintenance and training support.

This includes re-posting a sources sought on SAM.gov, engaging industry through mandatory sources and other open-market research tools and reviewing any new vendors who have obtained the necessary technical data rights or certifications to perform this work. These actions will help ensure that future requirements are competed to the maximum extent practicable and aligned with operational timelines.

9. Market Research: Market research was conducted using, SAM.gov and open-source tools such as Google to identify vendors capable of maintaining and warrantying the Laser Shot PLFS systems.

Only Laser Shots proprietary technology and software are guaranteed to integrate and function correctly with the existing simulators, as Laser Shot is the publisher and sole owner of the software, firmware, and copyrights used in these systems. Therefore, Laser Shot is the only source capable of ensuring full functionality and interoperability of all simulator components.

10. Interested Sources: A Sources Sought Notice (SSN), PANMCC051878, was posted to SAM.gov to determine if sources other than the Original Equipment Manufacturer (OEM) were capable of performing the required systems refit and warranty. The notice closed on 11 August 2026, with responses received from five (5) vendors.

A technical review of the responses concluded that only the OEM, Laser Shot, Inc., is capable of satisfying the requirement as defined. The other four vendors were deemed not technically acceptable for the following reasons:

Two vendors, and submitted proposals for a complete replacement of the existing government-owned equipment with their own proprietary systems. These alternative solutions did not meet the Government’s core requirement for a technology refresh and warranty of its existing assets.

Two other vendors, and , responded with expressions of interest but failed to provide capability statements or supporting documentation demonstrating the technical ability to perform the required work on the proprietary PLFS systems.

As a result of the market research, no other qualified responsible sources were identified that could meet the Government’s requirement without requiring a cost-prohibitive and out-of-scope total system replacement.

11. Other Facts:

a. Procurement History. The Government previously procured a similar refit and refresh in December 2025 under Purchase Order W91247-26-P-A004. This requirement is substantially similar in scope and supports additional previously fielded PLFS systems:

Contract number: W91247-26-P-A004 Vendor: Laser Shot, Inc.

Award Amount: $ Completion Date: 15 February 2026 Competitive Status: Only One Source Authority cited: FAR 6.302-1

b. Laser Shot remains the only vendor that produces the MMTS in their current configuration and Laser Shot requires a refresh to their systems, performed by their own technicians, prior to extending any warranty on their systems.
