About this file
This document is a Sole Source Justification for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the United States Air Force Demonstration Squadron (USAFADS) Winter Training. The 99th Contracting Squadron intends to award a firm fixed-price contract to New Mexico Spaceport Authority for annual airfield rental at Spaceport America from 2026-2030. The requirement is to provide an off-site airfield with open airspace to safely train 3-5 new Thunderbird pilots in distant and close formations during a 16-day winter training period each January, enabling pilot certification by the Air Combat Command.
The total contract value spans multiple fiscal years, with the location selected due to its 6,000 square miles of restricted airspace, low population density, 12,000-foot runway, and favorable winter climate conditions. Spaceport America was chosen after market research and site surveys revealed it as the only location meeting the specific training requirements, offering unlimited airspace, facilities for storage and maintenance, and proximity to an F-16 base. The contract will be funded through O&M (3400) funding, with a detailed CLIN structure covering project management, team badging, radio rentals, aircraft/vehicle usage, hangar space, and operations center facilities.

The USAFADS has a requirement to conduct the winter training session IAW ACCI 11-245 for 16 days each January from 2026-2030. USAFADS requires the rental of an off-site airfield, facilities, and other supplies that will be required to safely conduct training operations. USAFADS requires the rental of an airfield location that will provide open airspace during the winter training session to allow for the safe training of approximately 3-5 new Thunderbird pilots in distant and close formations. This training enables USAFADS pilots to become certified by the Commander, Air Combat Command (COMACC) to perform their demonstration for the public per ACCI 11-245, Operational Procedures, as the COMACC is responsible for certifying the Thunderbirds to perform their demonstration for the public, prior to the start of the Thunderbirds' airshow demonstration season that begins mid-March.
The estimated value for the entirety of the BPA is

Spaceport America's location is critical for training because it provides unobstructed, open airspace that allows for the safe training of the new USAFADS pilots. The flexibility of this airspace allows for the Thunderbirds to practice 2-3 times a day while also exercising the agile combat employment this Team achieves every show weekend during the rest of the year. Nellis AFB is task saturated with Red Flag exercises occurring January-February, utilizing the Nevada Test and Training Range (NTTR), along with the Department of Energy occupying large portions of the same range, resulting in inconsistent range availability and range times each week. Numerous practices per day, with restricted airspace provides the demonstration pilots the opportunity to brief/debrief in a timely manner while also ensuring a safe practice too occur. Spaceport America airfield also has all the facilities such as storage, maintenance and office rooms that the rest of the team can utilize to accomplish their portion of the mission. Although initial
