About this file
This is a Simplified Acquisition Procedures (SAP) Determination Memorandum for Limited Sources Acquisitions under $350,000, used to justify limiting competition to a single source or brand name.
The memorandum documents a procurement request from Camp Grafton Training Center Bldg 2900 for a replacement steam kettle, specifically a Southbend (Middleby) Model No. GMT-10S-10. The steam kettle is required for the dining facility's kitchen to provide steaming options for food preparation on a daily basis. The customer identified the requirement on March 18, 2026, with contracting officer approval on May 6, 2026. The estimated acquisition amount is not specified in the provided fields. The justification for limiting this to a single brand identifies that the gas-operated 15 psi (103 kPa) steam boiler operates on 115 VAC, single phase, 50/60 Hz at 250,000 BTU capacity, and this exact model meets required electrical system specifications within the current building infrastructure. Alternative models would require costly modifications. The market research documented the specific kettle/cabinet assembly specifications including two 10-gallon tilting kettles, electronic ignition, automatic boiler blowdown, stainless steel construction, and integrated water treatment system. The government may address future competition barriers by standardizing steam kettle specifications across facilities to allow multiple vendor options. The justification was approved under FAR 16.505(a)(4) Brand Name authority and FAR 16.505(b)(2)(i)(A) Urgency authority.
