Due to the nature and complexity of this requirement, only the incumbent can provide the continued support services needed while the agency works towards awarding a competitive contract for TSO support. The incumbent contractor already has the organization in place to provide these services immediately and without any additional cost or transition time. Finally, the services are needed on an ongoing basis to support DFAS and any delay would critically impact DFAS’s ability to meet its mission, support other DoD agencies, and support the warfighter.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION:
Thorough coordination is required with the Small Business Director and the Competition Advocate prior to the release of the TSO solicitation to address the adequacy of market research efforts in order to ensure that the acquisition strategy provides for the maximum practicable opportunity for small businesses to participate. The 6-month bridge contract modification provides adequate time for resolution of the above, quality contract solicitation, award, and risk mitigation.
