About this file
This justification and approval document concerns a sole source award for design efforts related to the Technology Insertion 24 (TI-24) program. The Department of the Navy requires the incumbent contractor, DRS, to immediately begin TI-24 performance due to their unique capabilities including possession of required equipment, in-depth knowledge of current design, and understanding of long-lead components. Awarding to another source would cause unacceptable delays jeopardizing shipset and installation efforts, impacting other contracts and plans. The Navy issued a request for information on December 15, 2020, with responses due January 14, 2021, to which multiple companies responded. However, award to another source would no longer support program timelines. The contracting officer determined costs from the sole source award to be fair and reasonable. Efforts are being made to competitively award the TI-26 effort separately to remove barriers to competition.

Text version
J&A Number: 22023 cycle needs to be accelerated by months (beginning in July 2022) to enable the early identification of specific components for TI-24 production efforts.
DRS, as the incumbent contractor currently performing nearly identical work, is in possession of unique capabilities to immediately begin performance of this work, including possession of the EDMs, the required GFP, in-depth knowledge of the current design, and complete understanding of the long-lead components.
Moreover, the timeline for availability ( ) or replacement (at least 12 months) of the required EDMs and for availability of the required GFP ( ) prevent any other source from completing the TI-24 design in the required timeframe.
The immediate impact of awarding to a source other than DRS would be missing the new construction of and , as well as . This impact would be at the SWFTS level, jeopardizing shipset and installation efforts.
If realized, this
. This would also have a compounding effect of impacting
, ongoing associated contracts, and planned .
For the foregoing reasons, DRS is the only responsible source that can effectively meet this urgent need for TI-24 without causing unacceptable delays and significant program risk to the U.S. Navy.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Request for Information (RFI) was issued for the TI-24/26 procurement on 15 December 2020 and closed 14 January 2021.
Multiple companies expressed interest in the solicitation, including the following:
J&A Number: 22023
As noted above, award of the TI-24 effort to another source will no longer support . A competitive procurement is still planned in support of TI-26 design and production efforts.
In accordance with Defense Federal Acquisition Regulations Supplement PGI 206.302-1, the RFI or sources sought notice for this procurement action was waived by Naval Sea Systems Command Director of Contracts on 29 April 2022.
A synopsis of the proposed sole-source modification was published in accordance with FAR 5.201 via the System for Award Management (SAM), Contract Opportunities on 18 May 2022 with responses due by 2 June 2022. No responses were received.
7. Determination of Fair and Reasonable Costs
The contracting officer has determined that the anticipated cost to the Government for the services and supplies covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
The requirements of submarine platforms follow the spiral development model, with updates to the hardware and software baselines occurring every other year. By including the TI-24 effort with TI-20/22, TI-26 will be competitively awarded as a single stand-alone contract.
