4. Statutory Authority:_X_ ONLY ONE RESPONSIBLE SOURCE and no other supplies or services will satisfy agency requirements. This authority includes brand name.
5. Rationale Supporting Use of Authority Cited Above: The FSIS is provided by Arrowhead Forensics and includes proprietary equipment and software for the viewing of forensic evidence. The FSIS provides for a compact imaging system where by the examiner only needs to use one piece of equipment to view developed latent print on an item of evidence. With the use of the FSIS, the examiner will only need to use one piece of equipment to observe developed latent prints instead of having to use numerous pieces of equipment to achieve the same objective. As a result, this will provide for a more efficient work flow allowing for turn around times to be reduced in the caseload.
Full Spectrum Imaging System (FSIS): Requisition Number: 503270
6. Efforts to Obtain Competition: A notice of intent will be posted at the Governmentwide point of entry for three to four days.
7. Actions to Increase Competition: The USSS will continually survey the market for vendors that can provide equal systems.
8. Market Research: An internet search was conducted on this type of equipment.
Reviews of vendors during education and professional conferences were conducted and discussions with peers in the latent print discipline on the different types of equipment. Tours of other latent print laboratories (ICE, FBI, Postal Lab for example) showing differing types of equipment have been conducted. Other similar pieces of equipment have been reviewed from various vendors such as Sirchie, FORAY, and Lighting and no other vendor provides the same piece of equipment that will satisfy the need of the FOB.
9. Other Facts: The FSIS is the only imaging system that meets the current needs of the FOB.
