NOTICE OF INTENT TO SOLE SOURCE

Notice of Intent to Award Sole Source Purchase Order to Arrowhead Scientific Inc.

Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to Arrowhead Scientific for three Full Spectrum Imaging Systems (FSIS) for forensic examinations with two option years for extended warranty.

The product provided by Arrowhead Scientific and benefits to the Agency are described below.

The USSS needs imaging systems that combine the tools necessary for latent print development in order to provide for a more efficient method of image capturing. The system should have the following to meet this requirement: Custom 16 MP Camera, 78MM UV Lens, 27” Apple iMac W/ 1TB of storage, 12 Watt 254NM UV Lamp, 3 POS Filter Slide Set: (254NM Bandpass Filter, 550NM Orange Filter, 830NM IR Filter), 365NM Bandpass Filter, 445NM Blue Filter, 695NM IR Filter, 365NM-525NM-455NM-625NM-850NM Flashlights, Wall and Car Charger for Flashlights, Universal Filter Adapter, Image Capturing Software w/Curve Surface Integration, Camera Interface Cables, Hydraulic Articulating Arm, Foot Pedal, Pelican Case with Custom Cut Foam, additional options for warranty years, Installation, and Delivery.

The FSIS is provided by Arrowhead Forensics and includes proprietary equipment and software for the viewing of forensic evidence. The FSIS provides for a compact imaging system where by the examiner only needs to use one piece of equipment to view developed latent print on an item of evidence. With the use of the FSIS, the examiner will only need to use one piece of equipment to observe developed latent prints instead of having to use numerous pieces of equipment to achieve the same objective. As a result, this will provide for a more efficient work flow allowing for turnaround times to be reduced in the caseload.

A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.

The North American Industrial Classification System (NAICS) code for this effort is 334516, Analytical Laboratory Instrument Manufacturing.

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:00 PM ET on September 21, 2020. Responses must be submitted in writing to willie.bethune@uss.dhs.gov no later than the time and date noted above.

Telephone responses and requests will not be accepted.
