VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
Searched all available COTS solutions and there is no product that performs a similar function. The closest available solution comes from a vendor who makes pedestals that can take inputs and point antennas; however, nothing is available which can perform the primary function or hook up directly to ACC owned GPS jammers without substantial development.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost will be determined fair and reasonable using other than certified cost or pricing data IAW with FAR 15.404-1(b)(2).
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A sources sought/RFI was posted on www.beta.sam.gov on 22 July 2020 and closed on 5 August 2020. The following was requested. "Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, any related specifications/drawings, and a rough order of magnitude of the potential cost." No complete responses were received. Tacit interest was indicated in a response through beta.sam.gov and through a phone call from another company which provides some of the technology for the 746th Test Squadron. The former company is only a reseller, not a manufacturer. The latter company indicated they would submit a response but to-date, no further information has been received.
The only vendor demonstrating serious interest was a company producing video tracking systems which can track through visual or radar. The company asserted their capability to adapt their technology to utilize any range of inputs but was not aware of the efforts it would take to create the software to accommodate the inputs required in this requirement. The contractor did not provide a ROM despite significant communication and did not identify problems in the SOW which prevented the company from providing follow-up information.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
While no company specifically stated the specifications of the 746th TS jammer was needed to understand the requirements or provide a ROM, it is conceivable this could be a barrier. If so, the government could release all the specifications of the jammer developed by the 746th TS.
