About this file

This is a Justification and Approval (J&A) document for a sole-source contract procurement by the Defense Logistics Agency Land Warren (DLA-WRN).

The procurement seeks to award a firm-fixed-price, five-year indefinite delivery-indefinite quantity long-term contract to C.E. Niehoff, Commercial and Government Entity (CAGE) 76761, for Engine AC Generators, National Stock Number (NSN) 2920-01-598-4541, part number N1387-3. The contract will support the High Mobility Multipurpose Wheeled Vehicle (HMMWV) Family of Vehicles with a guaranteed minimum quantity of 777 units and a five-year maximum quantity of 25,560 units. The 210 Ampere, dual voltage generator is essential for powering military vehicles. The acquisition method is direct purchase from the actual manufacturer (AMC 3), with AMSC B designation, indicating the part must be acquired from the manufacturer specified on the source control drawing as defined by DoD-STD-100. The Government does not possess the technical data package (TDP) or specifications, which are proprietary to C.E. Niehoff, the original equipment manufacturer (OEM) and only qualified source.

The J&A justifies sole-source procurement under 10 U.S.C. 3204(a)(1) using FAR 6.302-1 (only one responsible source) authority. Efforts to obtain competition included posting a Sources Sought Notice on SAM.gov on January 25, 2025 (open for 15 days), and conducting an October 2024 online supplier search, neither of which identified alternative sources capable of providing a direct replacement meeting requirements without substantial cost duplication and unacceptable delays. The document notes that research and development to create a competitive data package would require significant time, resources, and funding. No vendors are currently in qualification, and no future competition is planned. Prior procurement history shows contracts awarded to C.E. Niehoff in 2020 (SPRDL1-20-D-0084, $23,130,263.72) and 2014 (SPRDL1-14-D-0028, $41,047,823.54), both sole-source under FAR 6.302-1. The contract will be funded by Army Working Capital Funds, with cost/pricing data required from the contractor, who has been determined to be non-commercial product over the threshold. The J&A was signed by the Contracting Officer (Leah C. Bourdeau) on May 29, 2025, and approved by the Competition Advocate and Head of the Contracting Activity on July 3, 2025.

Previous J&A: SPRDL1-19-R-0069 is available

There are no vendors in the process of being qualified for this NSN at this time and none prior to contract award. There are no current or planned efforts to qualify additional sources because the Government does not possess a fully defined and validated TDP for NSN 2920-01-598-4541. C.E. Niehoff and Co Inc. owns the technical data regarding this item. Any vendor that believes they can provide this NSN for a lower cost while meeting the same requirements as the existing item should seek qualification as a secondary source through the Competition Management Office Source Approval Program at their own expense.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 25 January 2025and was open for 15 days.

To date, no other sources have written to express an interest, nor has the Government identified any other source possessing the capability to be an alternate source for this

NSN.

In October 2024, Engineering conducted an online search of known suppliers for the Engine AC Generator looking for published material on newly built replacement units.

The results of this search did not produce any new companies that would provide a direct replacement for the 210 Amp Engine AC Generator that is 100% new and not rebuilt that could be installed in the HMMWV without considerable time and effort to adapt the new components.

9. Interested Sources: To date no additional sources have expressed interest in this item.
