Previous J&A Is Not Available which could likely add another figure for the engineering effort. However, some of the manual revisions could likely be done concurrently with the engineering effort which could reduce the . The procurement of the current Hydraulic Transmissions will not be subject to those costs or delays in the program schedule.

6. Efforts to Obtain Competition:

a. Effective competition: Due to the reasons cited in section 5 above, the government is not pursuing competition for this item. Notices required by FAR

5.201 will be posted.

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on and was open for 15 days. Two responses were received, with the assessment of the responses below:

BHPE LLC (CAGE 9SWS7) responded on 13 November 2024 expressing interest in becoming a source for this requirement and a second company, MORR LLC (CAGE 9YZN6) expressed interest on 15 November 2024 in providing P/N 489-3136 of CAGE 11083 for this requirement. The contract specialist informed both BHPE LLC and MORR LLC that they could contact the Competition Management Office to apply to become an additional source through the Source Approval Program. The contract specialist provided the point of contact for the Source Approval Program to the vendors.

The DEVCOM GVSC CE-MHE project engineer performed internet searches on 20 NOV 2024 searching for Hydraulic Transmissions that could meet the 621G SCRAPER specifications.

1. Keyword used: “489-3136 621G scraper” Website location: https://parts.cat.com/es/catcorp/489-3136 Findings: The keyword used for this search was the P/N featured in this procurement.

The result was the actual Hydraulic Transmission that is approved for the 621G Scraper application being sold through Caterpillar.
