About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPMYM126Q4145 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus) on behalf of Norfolk Naval Shipyard.
The acquisition seeks one NLX2500/700 CNC horizontal turning center (HTC) machine with NSN L257270225 for an estimated contract value marked as redacted. The contract type is firm-fixed price with a fixed quantity and one-year base period. The sole identified source is DMG MORI Federal Services, Inc. (CAGE 96XT6), the manufacturer, based on the machine's specific technical capabilities required by the shipyard including gear hobbing, gear skiving capability, Y-axis travel of +/50mm, maximum turning length of 705mm, and a 6,000 minimum spindle speed. The machine exceeds milling specifications for live tooling, collet chucks, and tool holders, and includes a five-year warranty and two-year software subscription not typically available from competitors. The justification cites statutory authority under 10 U.S.C. 3204(a)(1) and FAR 6.103-1 for this limited competition procurement. A sources sought notice was posted to SAM.gov on August 11, 2026, for five business days, yielding three responses from GovSmart, Inc. (5WFZ8), DMG MORI Federal Services, Inc. (96XT6), and Open X Education, Inc. (8EG29). The acquisition will be synopsized on approximately August 26, 2026, for seven days as a 100 percent small business set-aside with brand name restrictions and lowest-price technically acceptable evaluation criteria. Historical procurement records show similar acquisitions (SPMYM125P1588 and SPMYM226P7259) also procured the same DMG MORI machine through authorized distributors or the manufacturer directly. The contracting officer certified fair and reasonable pricing on August 25, 2026, based on price analysis and comparison to historical prices paid.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.
5. The acquisition is limited to the following source of supply, which is the only source known to have the capability of furnishing the required supplies and the only source currently approved by the design control activity.
CAGE COMPANY NAME
96XT6 DMG MORI Federal Services, Inc.
The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
The NLX2500/700 HTC machine is manufactured by DMG MORI Federal Services, Inc. (Cage 96XT6). DMG MORI Federal Services is the manufacturer of the required machine. This machine is available commercially in the specifications/dimensions needed in accordance with the provided Statement of Specifications. The Norfolk Naval Shipyard requires this specific machine as it will increase the Toolmaker machining abilities with gear hobbing, gear skiving and ease of operation. This machine has slideways used for all axes, coolant circulation inside the castings controls thermal displacement, with Built-in Motor Turret (BMT) milling capability comparable to machining centers, Y-axis travel” +/50mm, maximum turning length 705mm, and right spindle maximum spindle speed: 6,000 min-1 (Right Spindle Specification). This machine meets and exceeds the milling specifications for the Live Tooling, Collet Chuck (Main Spindle), Collect Check (Sub Spindle), and Tool Holders (Bolt On Type).
This machine also includes a five (5) year warranty from the start of installation, two (2) year subscription of DMG MORI connectivity software to storage data for current and updating information for specific jobs. While a standard warranty for CNC Y-axis HTC typically covers a one (1) year for parts and labor against defects in materials and workmanship.
(b) (6)
(b) (5)
(b) (6)
Similar new CNC HTC machines’ basic models without the required options and accessories are between $50,000- $250,000. When the required options and accessories are added in accordance with the Statement of Specifications, the costs can range between $250,000-$500,000.
There is an existing Government IT services contract that was established to maintain routine services and maintenance for existing IT equipment after the warranty expires. If different brands are added, the Government incurs costs by continuously adding new brands of CNC HTC machines to the contract for routine services and maintenance when the warranty ends. As the DMG MORI brand is already added to the existing Government IT services contract, it is considered most advantageous to the Government and cost effective. In addition, it will decrease the need for training and familiarization due to the conversational abilities as a replacement for an existing machine.
A sources sought notice was based on SAM.gov for five (5) businesses and received responses from authorized distributors and dealers.
6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:
[X ] The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process for submitting an alternate offer on the current procurement and requesting evaluation of an alternate product’s technical acceptability for future procurements of the same item. (All AMSC codes EXCEPT AMSC B)
[ ] The solicitation contains DLAD Procurement Note, L22 Restriction of Alternate Offers for Source Controlled Items, which advises Offerors who are interested in qualifying their product for purposes of future acquisitions that they must contact the design control activity specified on the source control drawing. (AMSC B only)
DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
[ X ] Other (Explain): As previously indication, there is an expectation of receiving competition for limiting the brand of the CNC y-axis HTC machine. This procurement will be solicited as Brand Name with DMG MORI Federal Services, Inc. as the manufacturer. Therefore, this procurement will be synopsized and solicited to SAM.gov as 100% small business set-aside as Brand Name with Lowest Price Technically Acceptable (LPTA) evaluation factors to encourage potential supplier participation. Should the solicitation result in an offeror identifying another manufacturing source of supply, the interested parties will be informed of technical requirements and procedures. The Contract Specialist will also coordinate with the Norfolk Naval Shipyard to confirm the need for the specific part of machine or if another manufacturing source becomes approved, then future acquisitions will allow and provide for manufacturer competition. ____________________.
