The Contract Specialist conducted informal market research by requesting quotes from authorized Manitowoc service agencies within a 50-mile radius. The agency acknowledges the current limitation but commits to ongoing market reviews and exploring opportunities for full and open competition to the maximum extent practicable in future acquisitions.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
Manitowoc-brand licensed authorized service technician to perform twice-yearly ice machine cleaning. The estimated value of this acquisition is
4. An identification of the statutory authority permitting other than full and open competition.
FAR 6.302-5(a)(2)(ii) - The agency’s need is for a brand name commercial product for authorized resale.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
Competition will be limited to Manitowoc authorized service providers. Licensed service technicians are required by the manufacturer due to their access to OEM parts and Manitowoc-brand cleaning solution.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies.
This requirement will be solicited and a notice will be publicized via SAM.gov. Only authorized Manitowoc service providers will be considered for award.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting officer anticipates the cost to the Government to be fair and reasonable based on competitive quotations of offers. FAR 13.106-3(a)(1)
8. A description of the market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Currently, a “Manitowoc” brand licensed technician is required to support DLA’s requirements and meet the Government’s needs. However, DLA has and continues to exercise competition often as possible and is required to conduct ongoing reviews to keep abreast of market trends both in industry and the Government. As a continuing effort, DLA utilizes a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue the practice of surveying the market to ensure full and open competition to the maximum extent practicable.
