1. Contracting Activity: 181st MSC
2. Description of Action: This is a Firm Fixed Price follow on action to procure DGS mission CPOD Dispatch Workstations. Funding is DGS Operations and Maintenance.
3. Description of Supplies/Services: Quantity of 09 - CPOD_7249_(4+4)FZ_04 Dispatch Workstation Electronically Height adjustable monitor platform from 28" to 47".
Console 72"W x 49"D (24"D Front Tier w/ Light Ergo Cutout) -(8) AFCZ5-60 Z-Arms & sliders on (2) 78" rails for monitors.
Front Tier edged round Bumper molding 20" D Bottom Shelf

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: The existing infrastructure of the operational floor of Building 37 already supports 72 existing AFC Industries Crew workstation desks. This purchase supports the replacement of nine systems due to wear and tear of the equipment. The purchase of equipment other than the AFC Industries crew workstation desk would result in an incompatible setup and layout of the operation floor in support of the Distributed Ground Station Mission by the 181 ISRG and could result in a cost of at least $850,000 should the AFC Industries standard not be maintained. By purchasing AFC Industries Crew workstation desks, the government would save money in the long run and reduce the downtime and maintenance cost of installation of different eqiupment.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
7. Actions to Increase Competition: No steps are being taken due to the fact that these dispatch workstations are proprietary and specific to this manufactuer and they are the only builder and seller of this product. The intial investment of over $750,000 for 72 workstations was solicited for competition originally. This product was found to be the only technically acceptable product for this application. Further competition is not expected to garner any significant cost-savings to the government.
8. Market Research: No market research was conducted for this acquisition due to the fact that it is a follow on buy for the exact replacement of previously solicited and acquired workstations from this specific manufactuer. The specialized nature of the workstations and the significant existing footprint and cost associated effectively precludes the use of any other type workstation.
9. Interested Sources: N/A, required Synopsis and J&A will be posted with this solicitation.
10. Other Facts:
a. Procurement history.
(1) W912L9-16-P-0093 awarded 26 May 2016
(2) Solicited full and open competition on FBO. AFC Industries workstations were found to be lowest price technically acceptable.
(3) Initial contract was competed full and open. This vendor was found to have the only acceptable product for the described requirement.

13. Fair and Reasonable Cost Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Price analysis of the current and previous contract price was used to establish price reasonableness. The FY16 contract was found to be fair and reasonable at that time. The current price of dispatch workstations compares favorably to unit prices from the FY16 purchase. The original contract price from FY16 was
$8,648.99 per workstation. Current pricing is $8,932.87. That is a difference of $283.88.
This cost increase is acceptable over a five year period given normal market price escalation. Certified cost and pricing data is not required as per FAR 15.403-1(b)(3).
