The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition:

[P] 52.212-2, Evaluation – Commercial Items.

A. Responses will be evaluated as described above, as well as the minimum standards listed below:

1) All offers will be reviewed for timeliness. If the offer is received after the closing date and time and does not meet the criteria for "late submissions" in the solicitation, the contracting authority may determined the offer to be unacceptable.

2) Timely offers will be reviewed for responsiveness to the solicitation (items in FAR Clause 52.212-1 and 52.212-3, and active SAM status (see item 5 below)). If the offer is not responsive to the solicitation, it will not be evaluated and the offeror will be notified that the offer is non-responsive.

3) All timely and responsive offers will be reviewed for technical acceptability starting with the lowest priced bid first. Technical acceptability includes the proof of ability and capability to fulfill ALL portions of the requirement, with installation. If the offer is not technically acceptable to the solicitation, or there is not sufficient data to evaluate capabilities, then it will not be evaluated further and the offeror will be notified that the offer is not technically acceptable. If subcontractors are utilized, please include their information.

4) Award will be made utilizing the process indicated above.

5) Contractor must have an active SAM account by date of submission listed on the solicitation in order to be eligible for award. Contractors with a status of pending approval will not be considered eligible. Contractors are responsible for knowing their approval status. Contractors can verify status of their SAM account at https://www.sam.gov.

A. Offers are warned to insure at minimum to include:

1) Solicitation Number

2) Name, Address, and Telephone number of the Offeror

3) List of technical/specs description of the items being offered to evaluate compliance with requirements in solicitation

4) Terms of any express warranty for any or all items

5) List of prices. Include any discount terms for products being offered on entire package

6) Acknowledgment of Solicitation Amendments

B. Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.

Extended Description: This requirement is for exact replacement of worn and or damaged workstations for standardization of with identical fit and function to “plug in” where old ones are removed.

The existing infrastructure of the operational floor of Building 37 already supports 72 existing AFC Industries Crew workstation desks. This purchase supports the replacement of nine systems due to wear and tear of the equipment. The purchase of equipment other than the AFC Industries crew workstation desk would result in an incompatible setup and layout of the operation floor in support of the Distributed Ground Station Mission by the 181 ISRG and could result in a cost of at least $850,000 should the AFC Industries standard not be maintained. By purchasing AFC Industries Crew workstation desks, the government would save money in the long run and reduce the downtime and maintenance cost of installation of different equipment.
