About this file
This is a FAR Part 13 Justification Review Document for a follow-on noncompetitive, five-year contract with Hill-Rom Inc. for maintenance of the NaviCare Nurse Call System (NNC) located at Evans Army Community Hospital (EACH) in Fort Carson, Colorado. The contract is for a base year and four one-year options, with a firm-fixed-price (FFP) structure for service/software maintenance of the NNC system housed at EACH. Hill-Rom Inc. is the Original Equipment Manufacturer (OEM) and has a Software Maintenance Agreement and proprietary authorization letter certifying they are the only third-party authorized to maintain this equipment. Market research was conducted from 29 April 2025 to 09 May 2025, which included posting to Sam.gov and conducting searches on the Small Business Administration's Dynamic Business Search, resulting in three vendor responses. The government's primary concern is ensuring continuous maintenance of the critical NNC system, which is used in all in-patient areas and sends vital patient safety alerts and calls directly to caregivers.
