About this file

This document is a Justification Review Document for a Sole Source procurement under FAR Part 13.501 for the 11th Airborne Division at Fort Wainwright. The contract is for maintenance and restoration of Small Unit Support Vehicles (SUSV), Hagglunds BV206 vehicles that are over 40 years old and critically in need of specialized servicing. Tracked Outdoors, a 100% small business located in Casper, Wyoming, has been identified as the sole vendor capable of restoring these vehicles, with the ability to source parts, conduct maintenance, and perform up to three refurbishments per year.

The procurement is time-sensitive, as a new contract with BAE Systems to provide BvS10 Beowulf vehicles was established in August 2022, but replacements have not yet arrived. The vehicles are essential for upcoming winter training exercises, and without proper maintenance, these exercises would fail. The contract will be a fixed-price, Operations & Maintenance, Army (OMA) contract for fiscal year 25, with Tracked Outdoors as the proposed contractor. The justification highlights the unique capabilities required, including local servicing, systems upgrades, and customization to support Range Control's operational needs.

4. Authority Cited:

FAR 13.106-1(b)(2): For purchases exceeding the simplified acquisition threshold.

The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5.

5. Reason for Authority Cited:

SUSVs were last manufactured for the Army in the 1980s and consequently all the vehicles in the Range control inventory are 40+ years old and in desperate need of maintenance to ensure reliability. Additionally, many of the associated parts ranging From windshield wipers to drive line assemblies are difficult to source domestically.

Lack of equipment and vendors has led to a decline in the use of the SUSV currently There is only one vendor that was found after much internet research and communicating with people that operate tracked vehicles, it was determined that Tracked Outdoors located in Casper Wyoming was the only vendor that had the experience, capability, and capacity to restore a SUSV. Posted a Sources Sought in SAM.gov with no responses.

Currently there is a new contract in place with BAE systems to provide BvS10 Beowulf as of August of 2022. Until the replacements arrive there is a need to keep the SUSV up in running for the upcoming winter exercises with these vehicles effectively operating the training exercises would fail as well.

6. Efforts to Obtain Competition:

For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203. Requirement to post justification in accordance with FAR 8.405- 6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A)
