About this file
This is a Sole Source Justification and Approval document under FAR 13.501 for a Firm-Fixed Price contract to replace a load bank for a generator test stand at the Corpus Christi Army Depot (CCAD). The contract, valued at $437,052.71, will be awarded in FY2025 using Army Working Capital Funds with a 12-month period of performance.
The justification establishes Testek Solutions as the sole source contractor since they are the Original Equipment Manufacturer of the test stand and own proprietary ATE++ software required for the load bank interface. Market research included a Request for Information on SAM.GOV (issued August 12-23, 2024), which received one response, but the vendor was denied software access by Testek Solutions. The procurement is being conducted by Army Contracting Command - Redstone Arsenal (ACC-RSA) in Corpus Christi, Texas, supporting the Directorate of Accessories and Rotor Blade Production, Rotating Electric Branch at CCAD. Testek Solutions is located in Wixom, Michigan (CAGE Code: 06659).
