About this file
This is a Justification Review Document for Sole Source procurement under FAR Part 13.501 from the U.S. Army Contracting Command-Redstone. The Technology Developments Directorate (TDD) is requesting renewal of AdaCore GNAT Pro Support and Maintenance Software Development Systems for a 12-month period from December 8, 2025 through December 7, 2026, supporting up to 15 unique users. The procurement will use fiscal year 2026 funds and covers multiple software licenses including GNAT Pro Assurance for Ada development on Linux platforms (32-bit and 64-bit), cross-compilation for VxWorks, dynamic analysis suite, static analysis suite, and enterprise licenses for different computing environments.
The document extensively justifies the sole-source procurement, noting that AdaCore is the only software capable of meeting all government requirements, including native compilation on Linux, cross-compilation for VxWorks, support for Ada 2012, unit testing, and static code analysis. Alternative products from competitors like DDC-I, PTC, and Green Hills were evaluated but found insufficient. The Technology Developments Directorate has used AdaCore for over 10 years and determined that switching to alternative software would require massive time and financial investment, potentially disrupting operating systems.

Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: The U.S. Army Contracting Command-Redstone, Attention CAM-MZB-B, Redstone Arsenal, AL 35898-5000
2. Description of Action: The Technology Developments Directorate (TDD) requests a new firm-fixed price delivery option to be awarded for the acquisition of the renewal of AdaCore GNAT Pro Support and Maintenance Software Development Systems. Fiscal year 2026, Procurement funds will be used. Project award for this action is and the estimated total value is
3. Description of Supplies/Services: TDD requests the purchase of support and maintenance for the 12 months, 08 December 2025 through 07 December 2026. This will allow for up to 15 unique users.
4. Authority Cited: FAR 13.5 (a) - The statutory authority for processing this requirement through other than full and open competition is 41 U.S.C. 1901. This action is for commercial items, as defined in FAR 2.101, and will be processed pursuant to FAR 13.5, Simplified Procedures for Certain ACC Other than Full and Open Competition Guide Commercial Items. This subpart authorizes, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $6.5 million ($12 million for acquisitions as described in 13.500(e)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. Under this program, contracting officers may use any simplified acquisition procedure in this part, subject to any specific dollar limitation applicable to the particular procedure.
5. Reason for Authority Cited: The AdaCore GNAT Pro Software Development Systems are the existing software development systems currently used in the System Design and Integration Division of TDD, they are the only system capable of meeting the Government requirement. Google internet searches found similar software programs that were reviewed: DDC-I Ada Compiler System (www.ddci.com), PTC Apex Ada (www.ptc.com), and Green Hills Ada Compiler (ghs.com). Each of these products fails to meet at least one of the Government's requirements for an Ada software development suite: native compilation on 32- and 64-bit Linux, cross compilation for VxWorks 6.9 hosted on a 32-bit PowerPC, support for Ada 2012, support for unit testing, and support for static code analysis. DDC-I provides Ada compilers, but they do not support VxWorks or Ada 2012. The PTC ApexAda development suite does not support Ada 2012. The Green Hills Ada Compiler does not support the PowerPC platform. AdaCore software has been used by TDD for over 10 years, and it is the only software capable of meeting this Government requirement. Different software development systems would require massive time and money outlay to change everything over from existing system. This requirement is for maintenance and support of software already purchased by the Government, to acquire new software would be cost prohibitive. No other software fit the form, fit, or function to meet the Government needs. Using other software and any deviation could result in severe impact to the TDD operating systems.
6. Efforts to Obtain Competition: Effective competition has been researched and determined that direct purchase through the existing manufacturer and current provider is the most secure, efficient and cost-effective route for renewal.
7. Actions to Increase Competition: TDD is continually searching for new and better methods to accomplish sophisticated technical designs, configurations, and compositions, knowing that as systems and programs become more complex, the up-front engineering analyses are expected to improve. The National Institute of Standards and Technology (NIST) is reviewed for new developments in this technology area to
