About this file

This is a Sole Source Justification document for a federal contract action with the Department of Veterans Affairs (VA).

The VA's Northern Indiana Healthcare System seeks to procure updated ScriptPro hardware, software, and professional services for outpatient pharmacy dispensing at the Marion and Fort Wayne VA Medical Centers. The procurement will be executed as a new firm fixed-price purchase order funded through Medical appropriations (0160). The period of performance consists of a base term of up to 18 months, including equipment delivery and installation within six months of award, followed by 12 months of maintenance and support services that commence only upon successful completion and acceptance of installed equipment. The proposed sole source is ScriptPro USA Inc., located at 5828 Reeds Road, Mission, Kansas 66202. The justification is submitted under RFO 12.102(a) authority for acquisitions valued at or below the simplified acquisition threshold (SAT). The Government determined that no competition exists and no other source has expressed written interest in supplying this item.

The justification supports sole sourcing based on the proprietary nature of the existing ScriptPro system at both facilities. Market research conducted in August 2026 evaluated competing products including Pyxus, Parata Systems, and BestRx; however, these alternatives cannot seamlessly integrate with the existing ScriptPro hardware and software components. Only ScriptPro technicians possess the necessary qualifications and access to proprietary source code required for proper system upgrades and maintenance. The Government obtained a letter from ScriptPro confirming it is the only source for maintenance, updates, modifications, and upgrades to the system. ScriptPro USA Inc. demonstrated contractor responsibility with 63 performance records rated Satisfactory or above. System upgrades are critical to maintain security compliance; without upgrades, pharmacy locations would be forced to cease automation use and resort to manual prescription processing, significantly impacting patient care delivery. The Contracting Officer determined the anticipated price is fair and reasonable based on historical pricing for similar ScriptPro upgrades and comparison to an Independent Government Cost Estimate. All required certifications were signed on August 21, 2026.

3. Description of Supplies or Services.

The Department of Veterans Affairs (VA), Northern Indiana Healthcare system requires updated ScriptPro hardware, software and services for outpatient dispensing at the Marion and Fort Wayne VA Medical Centers (VAMCs). The period of performance (PoP) shall be a base period of up to 18-months, inclusive of delivery and installation of all equipment within six months of award followed by 12 months of maintenance support services. The PoP for maintenance and support services at each site shall not commence until successful completion and acceptance of installed equipment.

4. Authority Cited.

[ X ] RFO 12.102(a), For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for that decision.

5. Reason for Authority Cited.

The proposed source for this action is ScriptPro USA Inc, 5828 Reeds Road, Mission, KS 66202. Based on the market research conducted, as described in section 8 of this justification, it was determined that ScriptPro is the only source capable of providing the required hardware, software and professional services to upgrade the existing system in use at the Marion and Fort Wayne VAMCs. No other brandname hardware or software components can be integrated or utilized to upgrade the existing ScriptPro management system due to the proprietary nature of the system. Furthermore, only ScriptPro technicians have the necessary qualifications needed to upgrade and maintain the existing system as access to ScriptPro’s proprietary source code is required in order to

Brand Name ScriptPro Workflow Management System Upgrade ensure the services provided to the hardware and software components of the system are properly configured.

If this system is not upgraded to meet security requirements, the Marion and Fort Wayne VAMC pharmacy locations will be forced to cease use of automation to support prescription processing, resulting in the need to transmit pharmacy results/orders in a manual fashion. Any such manual intervention would significantly impact VA patient care as VA clinical staff are dependent on the existing ScriptPro Workflow system to safely distribute Veteran medications in an accurate and timely manner.

6. Efforts to Obtain Competition.

[ X ] There is only one responsible source for this item. Efforts made to locate additional sources are described under the “Market Research” paragraph of this document. There is no competition anticipated for this acquisition.

7. Actions to Increase Competition.

[ X ] The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be completed.

8. Market Research.

The Government’s technical experts conducted market research in August 2026 by conducting online reviews of similar software and equipment to ascertain if these items could meet VA’s requirements. Alternate product suppliers researched were Pyxis, Parata Systems, and BestRx. While these competing products provide some of the capability required by VA, these products do not seamlessly integrate with the existing hardware and software components installed for the Marion and Fort Wayne VAMCs due to the proprietary nature of the ScriptPro system. Based on this market research, VA’s technical experts confirmed that only brand name ScriptPro hardware, software, maintenance and professional services can meet all of VA’s requirements for this effort.

On August 5, 2026, the Government obtained a letter from ScriptPro stating that “As the OEM, ScriptPro is the only source for maintenance/updates, or modifications and upgrades to our system(s)”. The ScriptPro USA, Inc Sole Source Statement was placed in the contract file. Based on these market research efforts, the Government has determined that only ScriptPro USA, Inc can meet the Government's needs. The Contracting Officer reviewed 63 records of performance ratings in the Contractor Performance Assessments Reporting System for Product Service Code 6515 and all ratings were Satisfactory or above, demonstrating ScriptPro USA, Inc. is a responsible contractor with respect to performance.

9. Interested Sources.
