About this file

This document is a Memorandum for Record justifying a sole-source procurement action for cut suits required for cadaver training at a Military Simulation Training Center.

The Medical Readiness Contracting Office - West is procuring cut suits for perfused cadaver lab training to support a military exercise led by 1st Medical Brigade at Fort McCoy, Wisconsin. The requirement is a one-time training event scheduled for March 11-12, 2026, with an estimated cost of $18,873.14 in FY26 funds under fixed-price contract terms. The procurement is being conducted as a sole-source action to American 3B Scientific, L.P., a small business located in Tucker, Georgia, under Purchase Order PR 0012403561. Market research conducted on March 3, 2026, via GSA eLibrary, ECAT, and Internet search identified American 3B Scientific as the only vendor capable of providing the specialized perfusion training and cut suits in a military setting. The justification cites the unique and highly specialized nature of the services, the absence of alternative vendors, and the critical need to ensure military medical and non-medical professionals receive thorough training to support warfighter operations in battlefield environments. A Notice of Intent to Sole Source will be posted on SAM.gov following Small Business Coordination Approval. The contracting officer certified that the anticipated cost is fair and reasonable based on pricing for similar monocular diagnostic testing system maintenance requirements and an independent government estimate.

4. Authority:

FAR 12.102(a): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

Background: 1st Medical Brigade, Fort McCoy, WI has a need for cut suits for a perfused cadaver lab training. The requirement is for a training exercise that greatly enhances the live setting for the military medical and non-medical professional Soldiers in the Active Duty, Reserve and National Guard. The cuts suits for the perfusion of cadavers and associated training adds a level of complexity that greatly benefits the military medical and non-medical professional in a live field setting.

Currently one source is capable of providing the services and supplies required, at the level of quality due to the services being unique and highly specialized. Previous actions were evaluated and noted in the procurement history and found that one vendor, American 3B Scientific, L.P. has proven to be the only vendor that is consistently capable of providing both the cuts suits and training for the cadavers. The Contracting Officer is therefore recommending this action to be procured as a sole source action to American 3B Scientific, L.P.

a. Alternatives: Currently, there are no other vendors that can meet the government’s requirements

b. Impact if not approved: If this request is disapproved, the medical professional is not thoroughly and trained in order to support the warfighter in a battlefield environment.

6. Publicizing Contract Actions: For FAR Part 12 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.201 X apply and will be followed.

A Notice of Intent to Sole Source will be posted on Sam.gov directly after Small Business Coordination Approval (DD2579).

Requirement to post justification in accordance with FAR 12.202, or FAR 16.507-6(f) X Action NOT a brand name restriction and is under $350K, no posting required

7. Market Research: Market Research was conducted in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify all qualified sources. Market research was conducted on the General Services Administration (GSA) eLibrary, Electronic Catalogue ECAT and Internet research for Perfusion & Cadaver Training. Market research was conducted by the contract specialist on 3 March 2026 and found that American 3B Scientific, L.P., a small business is the only source that has the capabilities to provide the perfusion training in a military setting. Market research has indicated that there is currently no reasonable indication of this requirement
