About this file
This is a Justification and Approval (J&A) document for procurement using other than full and open competition, issued by Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) for Project RM19-0326 Replace Dry Dock No.4 Caisson at Joint Base Pearl Harbor-Hickam.
The procurement involves a radio frequency alarm panel system consisting of one Motorola ACE3600 Remote Terminal Unit (RTU) and one Motorola APX6500 mobile radio, manufactured by Motorola Solutions located at 500 W Monroe St, Chicago, IL 60661, along with associated antennas, enclosure, power supply, and mounting hardware. The system will be integrated into the electrical design of a new caisson approximately 4 feet taller than the existing Dry Dock No.4 Caisson and designed with flood-through capability. NAVFAC HI justifies the use of these specific Motorola brand components under FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1) on the basis that only one responsible source exists and no other supplies will satisfy agency requirements. Standardization is essential to maintain compatibility with the existing RF alarm infrastructure at JBPHH, ensure operator familiarity, and simplify logistics for spare parts and maintenance support. Any deviation from these specified components would necessitate replacing or modifying existing control and communication infrastructure, resulting in increased costs, schedule delays, and potential system performance degradation. A sources sought notice (No. N62478CON31FY2510) was posted on SAM.gov on August 21, 2025, and while several responses were received, no respondents offered alternative products meeting the defined requirements. The Contracting Officer has determined the anticipated cost will be fair and reasonable.

DEPARTMENT OF THE NAVY
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 2 -
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER , FY26 Special Project RM19-0326 Replace Dry Dock No.4 Caisson, Joint Base Pearl
Harbor-Hickam, Hawaii
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of the radio frequency (RF) alarm panel system consisting of the Motorola ACE3600 RTU integrated with the Motorola APX6500 mobile radio, manufactured by Motorola Solutions, 500 W Monroe St, Chicago, IL 60661, for RM19-0326 Replace Dry Dock No.4 Caisson, which will not provide for full and open competition, precluding consideration of an alarm panel manufactured by another company.
3. Description of Supplies/Services.
The primary scope of this project will replace the existing Dry Dock No.4 Caisson with a new caisson that is approximately 4-feet taller to match the caisson weather deck with the top of the dry dock. The new caisson will also be designed to have flood through capability.
As part of the electrical design, this project will provide one
(1) Motorola ACE3600 Remote Terminal Unit (RTU) and one (1) Motorola APX6500 mobile radio to serve as an integrated RF alarm panel system. Associated components include necessary antennas, enclosure, power supply, and mounting hardware.
This system matches the existing RF alarm system currently in use at JBPHH. Standardization is essential to maintain system compatibility, ensure operator familiarity, and simplify logistics for spare parts and maintenance support.
The estimated procurement cost for the four components is
J&A No. 26-23
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The specified Motorola ACE3600 Remote Terminal Unit (RTU) and Motorola APX6500 mobile radio are required to ensure full compatibility with the existing RF alarm infrastructure at JBPHH.
Utilizing these brand-name components ensures seamless integration, minimizes technical risk, and maintains consistency with the established configuration.
Any deviation from the specified Motorola components would necessitate replacing or modifying the existing control and communication infrastructure, leading to increased cost, schedule delays, and potential degradation in system performance or reliability.
In accordance with FAR 6.302-1(c), limiting the acquisition to these brand-name items is justified in this case to ensure continued compatibility with existing systems, avoid substantial duplication of cost, and prevent unacceptable delays in fulfilling the agency’s operational requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with FAR 5.2, a sources sought notice (No.
N62478CON31FY2510) was posted on August 21, 2025 on the SAM.gov website to determine if there were any alternative options to the Motorola ACE3600 RTU and APX6500 radio system that could meet the Government’s technical and operational requirements.
Several responses were received; however, respondents only proposed supplying or integrating the specified Motorola equipment. No respondents offered an alternative product that met the defined requirements.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for the Motorola
ACE3600 RTU and APX6500 radio system installed on the JBPHH caisson. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
