Page 1 of 1Updated: 9 Jun 16
Section A: General Contract Information
Contracting Activity: AFLCMC/WNMK
Project/Program Name: Gage Block Interferometer Upgrade
Purchase Request/Identification Number: 23M-270A-GA
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
This is a procurement to upgrade 16 each of P/N D327-101 Davidson Interferometer. The Interferometers are used by the Air Force Precision Measurement Equipment Laboratories (PMEL) and the Air Force Primary Standards Laboratory (AFPSL) during the calibration of gage blocks. Specifically, the Interferometers are used to measure surface flatness and to evaluate surface defects on gage blocks. The upgrade will replace the laser and power supply.
Section C: Justification for Soliciting from a Single Source or Brand Name
Only Meredith Instruments can supply the new laser and power supply which will fit in the current configuration of the Interferometer and not require modification to the Interferometer. Modification would add additional cost, require additional services, and change the uncertainty. Meredith Instruments is able to provide the components that they can delivered to the Air Force. They were contacted and provided cost estimates. Due to the form, fit, and function of the Interferometer only Meredith Instruments can provide the required units.
Section D: Efforts to Obtain Competition
A sources sought synopsis was posted on 5 October 2022 and received no responses. Engineering reached out to Meredith Instruments for a cost estimate and was provided estimate of .
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future procurements for this calibration equipment will be for a new system and be solicited as full and open competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
