About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW).

The document approves a sole-source bridge task order via the General Services Administration (GSA) to Lindahl Reed, Inc. for Resource Efficiency Management (REM) services at Marine Corps and Navy installations in the NAVFAC SW area, including MCAS Miramar, Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, Naval Weapons Station Seal Beach (NWSSB), and Naval Air Facility El Centro (NAFEC). The REM services will provide all labor, supervision, management, tools, travel, material, and equipment necessary to support energy and water resiliency, efficiency, and conservation programs. Services include identification of energy gaps affecting critical mission requirements, project execution and management, and contribution to annual Installation Energy Plan Summary documents. The current task order expires September 26, 2026, and the 12-month bridge action will provide continuity while a long-term competitive follow-on contract is completed, with an anticipated award date of July 25, 2027. The bridge period must allow for re-solicitation, award, and a 60-day phase-in before performance commences no later than September 27, 2027. Lindahl Reed, Inc. has performed REM services for Marine Corps installations for over a decade and Navy installations for over five years and is currently fully mobilized across all four locations. The justification cites unusual and compelling urgency, with less than 30 days remaining in the current task order and no viable alternative vendor capable of providing uninterrupted service without a minimum 60-day transition period. The funding sources are Operations and Maintenance funds for both Marine Corps and Navy from FY26 appropriations. The statutory authority cited is 10 U.S.C. Section 3204(a)(2), implemented by FAR 6.103-2 (CD 2026-00017 Rev 2) for unusual and compelling urgency.

J&A No.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Department of the Navy, Naval Facilities Engineering Systems Command Southwest

(NAVFAC SW), San Diego, California.

2. Description of the Action Being Approved.

Approval is requested to award a sole-source General Services Administration (GSA) task order via a bridge action to Lindahl Reed, Inc., for Resource Efficiency Management

(REM) services at Marine Corps Installations West and Navy Region Southwest locations.

3. Description of Supplies/Services.

The proposed REM Services task order will provide all labor, supervision, management, tools, travel, material, and equipment necessary, to perform REM services in support of energy and water resiliency, efficiency and conservation programs for Navy and Marine

Corps installations in the NAVFAC SW area. REM services enhance energy and water resiliency for critical missions by identifying, executing, and managing projects that ensure continuous power during primary grid disruptions. This capability directly supports mission continuity, warfighting readiness, and lethality. A secondary objective is to implement commercial solutions to manage and reduce energy and water consumption and demand. REM services include but are not limited to:

• Identification of energy gaps that affect critical mission requirements;

• Support of ; and

• Contributing to the annual Installation Energy Plan Summary document, which outlines an installation’s energy gaps, projects, and resiliency plans.

This task order will cover REM services across multiple installations, to include: Marine

Corps Air Station (MCAS) Miramar, Marine Corps Air Ground Combat Center

CUI J&A No.

Installations Command (CNIC). Due to evolving mission requirements , the acquisition strategy has changed multiple times, which compressed the acquisition timeline. With less than 30 days remaining in the current task order’s period of performance, a full competitive award prior to expiration is unachievable. The NAVFAC

PW Core Team has been directed to execute this 12-month bridge to allow time for CNIC to develop a requirement package to be sent to for the follow-on procurement.

REM services are essential to Public Works Department (PWD) operations and NAVFAC

SW mission requirements. A lapse in coverage will cause immediate, severe operational disruptions:

• Mission Readiness & Grid Resilience: Compromises continuous power reliability during utility outages and exposes critical control infrastructure— including Facility Related Control Systems (FRCS), Direct Digital Controls

(DDC), and microgrids—to operational failure or physical damage due to lack of visibility and coordination of specialized maintenance.

• Project Execution: Increases construction and delays contract awards across active energy resilience projects.

• Statutory Compliance: Results in non-compliance with mandatory federal energy data calls and reporting taskers.

• Workforce Strain: PWD lacks internal capacity to absorb these technical functions without inducing severe backlogs in primary facility engineering duties.

Lindahl Reed, Inc. is currently fully mobilized across all four installations and is the only source capable of delivering uninterrupted service. Transitioning to a new vendor requires a minimum 60-day phase-in period, making any immediate alternative infeasible.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Due to the unusual and compelling nature of this requirement, there is not sufficient time to solicit offers from other sources. Lindahl Reed, Inc. is currently on-site and fully mobilized; no other vendor can perform the REM services without a transition-related service gap. Comprehensive market research will support the subsequent competitive follow-on contract.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the services covered by this Justification and Approval (J&A) will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

This sole-source bridge action is a temporary measure to prevent a critical service gap while finalizes a long-term, competitive follow-on contract for REM services

(projected award by July 25, 2027). This action creates no barriers to future competition;

rather, it secures the necessary procurement lead time to complete market research, refine requirements, and execute a fully competitive solicitation.
