About this file

This is a Justification and Approval (J&A) document for a second bridge contract modification to an existing regional 8(a) security operations services contract.

The Naval Facilities Engineering Systems Command (NAVFAC) Washington is requesting authorization to extend contract N4008020D0005 via a bridge contract modification for a 2-month base period (01 February 2026 through 31 March 2026) with six one-month option periods extending through 30 September 2026. The contract provides critical security services to Naval District Washington (NDW) facilities, including NAVSEA, Strategic Systems Programs, Bethesda, Carderock, Arlington Service Center, and Chesapeake Bay Detachment. The bridge is necessary due to unforeseen circumstances including government personnel attrition, a government furlough from 01 October 2025 to 13 November 2025, and funding delays related to the Continuing Resolution expiration on 30 January 2026 and the government shutdown. The follow-on contract (N4008026D1003) was originally scheduled for award on 15 December 2025 with a planned 30-day transition period in January 2026, but funding constraints have delayed the award to no later than 01 March 2026. The bridge modification is being awarded to the incumbent contractor, a small business that has provided services since 2020, to ensure continuous service delivery and avoid a critical gap in physical security operations. The J&A cites 10 U.S.C. 3204(a)(2) for unusual and compelling urgency under FAR 6.302-2 as the statutory authority for other than full and open competition. FY26 O&MN funds from various customers will fund this action, and no further bridge contracts are anticipated.

Subj: JUSTIFICATION AND APPROVAL FOR CONTRACT N4008020D0005, REGIONAL

8(a) SECURITY OPERATION SERVICES, NAVAL DISTRICT WASHINGTON

4) Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority permitting other than full and open competition is 10 U.S.C.

3204(a)(2), Unusual and compelling urgency, as implemented by Federal Acquisition Regulation (FAR) 6.302-2.

5) Rationale Justifying Use of Cited Statutory Authority.

The regional 8(a) Security Operation Services contract provides critical security services to facilities and installations in the National Capital Region. No other contract vehicle exists that could be used to meet the Regional Security Operation requirements. The impact of not providing security services to these installations may compromise the physical security of military assets at NAVSEA, Strategic Systems Programs, Bethesda, Carderock, Arlington Service Center, and Chesapeake Bay Detachment and potentially result in mission failure.

Even a short gap in services could negatively impact life, health, safety, and mission. The work is scheduled to commence in April 2026.

The services under this requirement are being provided by , a small business concern.

has been supporting the Security Operation Services contract since 2020. has extensive knowledge of the required services. Its familiarity with security operations and procedures allows to seamlessly continue performance. In addition, does not require a transition phase because they are already performing the work and providing the services. Executing this contract action will avoid the risk associated with not having ample time to transition and start full performance. possesses the manpower and skill levels to provide the required services without a learning curve or additional phase-in/mobilization requirements. Failure to award a bridge modification to could severely compromise services and negatively impact life, health, and safety.

The need for a second bridge contract is due to several unforeseen circumstances and critical administrative obstacles including attrition of relevant government personnel required for the technical input for the solicitation and a recent furlough of government employees from 01 October 2025 to 13 November 2025. Most critically, there are ongoing funding issues related to the Continuing Resolution (CR) which expired on 30 January 2026, and the Government shutdown. The follow-on contract is ready to be awarded, but the lack of funding has delayed the award. Planned award for N4008026D1003 was scheduled for 15 December 2025 and a 30-day transition period for the month of January. The new solicitation services were due to begin 01 February 2026. In order to ensure a smooth transition and maintain performance of the current services a bridge is requested to allow for funding to be collected and to allow for a 30-day phase-in period as required by the contract requirements.

8(a) SECURITY OPERATION SERVICES, NAVAL DISTRICT WASHINGTON

6) Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

This proposed action is being requested under FAR Part 6.302-2 Unusual and compelling urgency. There is insufficient time to synopsize this action, solicit offers, conduct source selection, negotiate, and award an interim, short-term contract to perform these services. Time constraints prevent both the timely award of the new contract and the required 30-Day phase-in period for the new contractor. The anticipated costs to competitively award a short-term bridge contract are believed to exceed any savings that would be generated through competition and there will be a gap in services if no action is taken. The proposed J&A will be synopsized on the Government Wide Point of Entry (GPE) as a sole source contract modification to , upon approval of this J&A.

7) Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8) Actions to Remove Barriers to Future Competition.

The follow-on procurement will be solicited as a competitive 8(a) small business set-aside under the 8(a) Business Development Program. The follow-on procurement is pending award and has a planned award date no later than 01 March 2026. No further bridge contracts are anticipated for this requirement. The bridge contract is being requested as an interim measure until the new contract is awarded.
