About this file

This is a Justification and Approval (J&A) document for a non-competitive federal procurement by the United States Special Operations Command (USSOCOM).

The Special Warfare Medical Group (SWMG) is acquiring a Firm-Fixed Price (FFP) contract for Commercial-Off-The-Shelf (COTS) user licenses and administrative access to Full Code Medical, Inc.'s Virtual Patient Simulator platform. The acquisition includes approximately 6 educator licenses, 20 educator subscription licenses, and 1 annual user license to support SWMG's annual student throughput. The contract period consists of a 12-month base period with four 12-month option periods. The Government will establish price reasonableness using commercial price analysis techniques, including comparison to published commercial pricing, historical prices paid by other government agencies and educational institutions, and obtaining standard commercial discounts. The contractor must submit a detailed price proposal and commercial sales history prior to award. This is a new requirement and not a bridge action.

The J&A justifies sole-source procurement under 10 U.S.C. 3204(a)(1) based on Full Code Medical, Inc.'s unique qualifications as the only known provider of a virtual clinical competency assessment tool meeting SWMG's operational requirements for realistic simulation in resource-limited conditions aligned with Special Operations Combat Medics (SOCM) standards outlined in USSOCOM 350-29. Market research conducted from May to June 2026 included a Sources Sought notice (three small businesses responded but were deemed technically unacceptable), a GSA eBuy RFI (zero responses), and a Notice of Intent to Sole Source (one response deemed technically unacceptable due to hardware constraints and lack of prolonged casualty care simulation capability). The Government will continue monitoring the commercial marketplace and publishing future Sources Sought notices to encourage competition and overcome barriers to entry for alternative vendors.
