About this file
This is a Justification and Approval for Other Than Full and Open Competition (J&A) document for a contract modification by the U.S. Department of Homeland Security, U.S. Customs and Border Protection (CBP), under the Cross Border Tunnel Threat Program (CBTT).
CBP proposes to modify an existing contract on a sole-source basis to expand deployment of a Persistent Surveillance Detection (PSD) system along the U.S. southwestern border. The modification extends coverage by approximately 30 miles in designated operational areas, expanding from an initial six-mile deployment. The contractor will provide all necessary engineering, procurement, installation, and maintenance services to deliver a fully developed PSD system capable of continuous, real-time monitoring and detection of potential tunnel threats using advanced sensor technologies including acoustic sensors and machine learning algorithms for autonomous threat identification and classification. The system must be scalable, interoperable with existing DHS systems, and capable of operating in diverse environmental conditions including extreme weather and low-visibility scenarios. The contractor is responsible for cybersecurity compliance, training, technical support, and system maintenance throughout the contract lifecycle, with deliverables including technical documentation, test and evaluation reports, and final system deployment. The contract is Firm Fixed Price with funding from OB3A and Procurement Construction and Improvements, covering a three-year base period from FY26 to FY29 followed by two one-year option periods. The estimated total contract value is redacted in the document. The statutory authority cited is 41 U.S.C. 3304(a)(1) based on the conclusion that only one responsible source exists, avoiding unrecoverable cost duplication and unacceptable delays in fulfilling agency requirements. An announcement is planned for posting on SAM.gov with an estimated publication date of April 2026.

Additionally, the Government will work with awarded vendors to mitigate proprietary software and algorithmic copyright issues that may reduce competition in the future.
