Sole Source Justification Summary

This is a Sole Source Justification document for a task order under the GSA Multiple Award Schedule (MAS) contract.

Procurement Overview and Contractor Selection

The Transportation Security Administration (TSA) proposes to award a sole-source, firm-fixed-price task order to Quasars, Inc. for comprehensive lifecycle management support of TSA's Online Learning Center (OLC) Learning Management System (LMS), which serves approximately 70,000 end users across the agency. The contract period extends from August 20, 2026, through August 19, 2031, consisting of a 12-month base period and four 12-month option periods. The estimated total procurement value exceeds $900,000. Support services include Tier 1 and Tier 2 help desk and technical assistance, program and project management, IT consultation and ongoing maintenance, information system security, and communications and change management. The contractor will maintain the system's Authority to Operate (ATO), support certification and accreditation activities, manage system enhancements, and provide end-user support to sustain daily training operations and related content.

Sole Source Justification

Quasars is the incumbent contractor currently supporting the OLC LMS and is determined to be the only capable source for this requirement under GSAR 538.7104-3(b)(ii). TSA is transitioning its learning platform to the Office of Personnel Management's (OPM) government-wide Core Human Capital Management (Core HCM) system by the end of Fiscal Year 2028, with TSA designated as the first federal agency to migrate. The migration involves complex data transfer, system integration, security compliance, configuration, testing, user training, and change management activities, creating significant schedule and operational risks. Quasars possesses irreplaceable in-depth institutional knowledge of TSA's OLC environment, including legacy system configurations, custom workflows, integration points, compliance standards, and specialized technical expertise essential to sustaining mission-critical training operations during the transition. Market research determined no other GSA MAS vendors under category 54151S could assume responsibility for maintaining continuous OLC operations while simultaneously supporting migration activities without introducing unacceptable operational disruption, schedule delay, data integrity risk, or degradation of mission-critical services. TSA plans to award a competitive post-migration support requirement once the OPM Core HCM module becomes operational and future-state needs are clearly defined.
