About this file
This is a Sole Source Justification document submitted by the Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center, for the acquisition of two Avigilon NVR6 Premium Form D network video recording servers.
The VA Hines Information Technology Center requires two Avigilon NVR6-PRM-FORM-D-120TB-S22-NA servers pre-configured with Windows Server 2022 LTSC operating system. Each server features 96 TB useable storage capacity (120 TB raw), supports up to 200 camera channels, includes four 10-GbE and six 1-GbE network ports, provides 1500 Mbps total recording throughput, and includes a 5-year 4-hour mission critical warranty. The servers are pre-configured with Avigilon Unity Video and ACC 7 software, support RAID6 redundancy, and include hardware capabilities for appearance search and facial recognition. This is a new firm fixed-price purchase order using 0167 IT funds.
The justification cites RFO 12.102(a) as authority and identifies Cynergy Professional Systems (23187 La Cadena Drive, Laguna Hills, CA 92653), a Service-Disabled Veteran-Owned Small Business (SDVOSB), as the sole source. Cynergy is authorized as a Motorola Solutions reseller, and Motorola is the parent company of Avigilon. The justification emphasizes that Avigilon/Motorola maintains sole proprietary rights for software configuration and that only authorized resellers can access OEM-protected software, system keys, interface protocols, and firmware. Market research conducted in August 2026 contacted five SDVOSB vendors listed on NASA SEWP V; only Cynergy confirmed capability to provide the required servers. No other source has expressed written interest. The document includes certifications for technical/requirements accuracy, fair and reasonable cost determination based on vendor quotes and historical pricing, and contracting officer approval.

4. Authority Cited.
RFO 12.102(a), For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for that decision.
5. Reason for Authority Cited.
The proposed source is Cynergy Professional Systems (Cynergy), 23187 La Cadena Drive, Laguna Hills, CA 92653. Cynergy Professional Systems is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that is fully authorized and certified to provide Motorola Solutions’ public safety communications equipment, software, and integration services. Motorola Solutions is the parent company of Avigilon; and as such, VA confirmed that Cynergy is capable of delivering the required Avigilon NVR6-PRM-FORM-D- 120TB-S22-NA high-capacity video recording servers.
Avigilon/Motorola maintains sole proprietary rights for the configuration of the Avigilon Unity Video software on these servers. This proprietary requirement ensures that the software is integrated according to strict manufacturer specifications, which is vital for maintaining the system's integrity and security posture. The servers are optimized and pre-configured at the factory to streamline deployment and ensure all specialized video management features are fully operational upon installation. As a result, acquiring these units from Avigilon/Motorola or one of their authorized resellers is required to ensure the NVR servers are compatible with the existing Avigilon systems located at HITC.
Replacing the end-of-life hardware ensures VA maintains a robust security infrastructure capable of supporting high-resolution cameras up to 61 MP. Failure to adhere to the 5-year lifecycle policy could lead to system instabilities, increased maintenance costs, and potential security vulnerabilities. The NVR6 platform provides the necessary scalability and compute density required for centralized security management across VA facilities. This investment directly supports the department's mission to modernize its Information Technology (IT) programs and protect personnel and assets.
Cynergy, as an authorized SDVOSB reseller and integrator of Motorola/Avigilon technology, is uniquely qualified to deliver, configure, and support this equipment while ensuring compliance with federal procurement preferences for SDVOSBs.
Their authorization ensures access to OEM-protected software, system keys, interface protocols, firmware, and security updates that are not accessible through non-authorized vendors. This protects system integrity, ensures proper lifecycle support, and maintains warranty and cybersecurity compliance. For these reasons, the combination of Avigilon’s proprietary platform and its authorized, SDVOSB-certified role, Cynergy Professional Systems is uniquely capable of meeting the agency’s operational, technical, and mission-critical requirements without degradation of service or unacceptable risk to public safety operations and is in the best interest of the Government.
6. Efforts to Obtain Competition.
There is only one responsible source for this item. Efforts made to locate additional sources are described under the “Market Research” paragraph of this document. There is no competition anticipated for this acquisition.
7. Actions to Increase Competition.
The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be completed.
8. Market Research.
In August 2026, the Contract Specialist contacted multiple SDVOSB vendors listed on NASA SEWP V as approved resellers of Motorola products, as Motorola is the parent company of Avigilon. Of the five SDVOSB vendors contacted by the Contract Specialist, Cynergy was the only respondent that confirmed its capability to provide the required NVR servers through their NASA SEWP catalogue.
9. Interested Sources.
No other source has expressed written interest in supplying this item.
