About this file
This is a Memorandum for Record documenting a sole-source justification for limiting competition at or below the Simplified Acquisition Threshold (SAT) for maintenance and repair services. The Medical Readiness Contracting Office-West seeks to award a follow-on requirement to STERIS CORPORATION (located in Mentor, Ohio) for maintenance and repair services on two AMSCO Evolution steam sterilizers (serial numbers 032781632 and 032781633) and one Caviwave ultrasonic cleaning system (serial number 0117TC0001) at Weed Army Community Hospital, Fort Irwin, California. The contract vehicle is a Blanket Purchase Agreement with fixed-price terms, funded under Other Funds: DHP for Fiscal Year 26.
The requirement spans multiple performance periods: 01 April 2026–30 September 2026, 01 October 2026–30 September 2027, 01 October 2027–30 September 2028, and 01 October 2028–31 March 2029. STERIS Corporation is justified as the sole source under FAR 12.102(a) as the original equipment manufacturer with exclusive proprietary rights and technical expertise. Market research conducted on 17 February 2026 on SAM.gov and sba.gov identified no eligible small businesses capable of performing the required services; only two small businesses appeared on sba.gov but lack authorization to repair STERIS equipment. The procurement history shows two prior sole-source contracts totaling $270,689.20. The action is not a brand-name restriction and requires no posting. This acquisition does not apply to publicizing requirements under FAR 5.101 and 5.201 due to the SAT threshold.
