About this file

This document is a Determination that Only One Source is Reasonably Available (FAR Part 13 Acquisition) for the U.S. Marine Corps. The procurement is for a single-source, 8-hour eMASS Custom RMF Training from Sedulous Consulting Services, LLC, a Service-Disabled Veteran-Owned Small Business. The training is specifically designed to enhance the cybersecurity risk management capabilities of 13 Risk Management Framework (RMF) analysts supporting the Authorizing Official of the U.S. Marine Corps.

Sedulous is deemed the only vendor capable of delivering this specialized training due to its unique understanding of the Marine Corps' Enterprise Mission Assurance Support Service (eMASS) configuration and specific cybersecurity processes. The training will enable analysts to conduct accurate risk assessments, formulate risk determinations, and develop actionable recommendations. The expected course delivery is 23 September 2025, and the government will issue a Firm-Fixed-Price order as a 100% set-aside under an open market contract vehicle. The document emphasizes that using an alternate vendor could significantly impair the Marine Corps' ability to meet its cybersecurity objectives and potentially compromise mission assurance.

Determination that Only One Source is Reasonably Available (Including Brand Name) – FAR Part 13 Acquisitions under the SAT

V 1.6 (20 December 2023)

COMPETITION IS BASED ON THE FOLLOWING (select all that apply):

A. X ONLY ONE RESPONSIBLE SOURCE (select all that apply):

1. ___ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.

2. ___ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

3. X OTHER REASONS.

Sedulous is uniquely positioned to fulfill the USMC’s requirement for eMASS

Risk Management Threat (RMT) training due to its specialized expertise with the

Department of Defense’s (DoD) enterprise tool, eMASS data, and its in-depth knowledge of the Marine Corps’ specific instantiation of said data and system polities. Unlike other vendors, Sedulous has a demonstrated history of direct collaboration with the USMC, delivering customized training solutions that align precisely with the Marine Corps’ cybersecurity risk management framework and operational tempo.

Their familiarity with USMC-specific processes, systems, and tools is essential to ensuring RMF analysts are adequately prepared to support the Authorizing

Official (AO) in evaluating and mitigating cybersecurity risks. Sedulous’ experience with DoD systems—particularly the nuanced data structure of eMASS employed by the USMC—sets them apart from other vendors. No other company possesses the same level of insight or the capability to deliver training that is both timely and tailored to the Marine Corps’ mission-critical requirements.

If this requirement is procured from a vendor other than Sedulous Consulting

Services, LLC, the Marine Corps’ ability to meet its cybersecurity objectives would be significantly impaired. The customized training provided by Sedulous is uniquely tailored to the Marine Corps-specific configuration of the Enterprise

Mission Assurance Support Service (eMASS) and is essential for preparing Risk

Management Framework (RMF) analysts to perform their duties effectively.

Sedulous’ training enables analysts to:

• Conduct accurate risk assessments using USMC-specific eMASS data

• Formulate informed risk determinations

• Develop actionable recommendations for the Authorizing Official (AO)

No other vendor has demonstrated the capability to deliver this level of specialized instruction within the required timeframe. Procuring from an alternate source would result in:

• Operational delays due to insufficient analyst readiness

• Increased cybersecurity risk from misinformed assessments

• Failure to meet transition deadlines for eMASS deployment

• Compromised mission assurance, potentially affecting national security systems

Sedulous Consulting Services, LLC is registered in the System for Award Management

(SAM) as a small business under NAICS 611430 Professional and Management

Development Training.

The requirement is issued in accordance with FAR Part 12 (Acquisition of Commercial

Products and Commercial Services) and FAR Subpart 13 (Simplified Acquisition

Procedures) utilizing non-competitive procedures. The solicitation will be posted on

SAM.gov, the Governmentwide Point of Entry (GPE).

The government remains committed to maintaining a competitive and responsive acquisition environment. To that end, it will continue to monitor the cybersecurity training market and conduct regular industry research to identify emerging vendors or innovative training solutions that may be capable of meeting future Marine Corps requirements.

Should new vendors demonstrate the ability to deliver USMC-specific, customized training aligned with mission objectives and operational timelines, they will be thoroughly vetted and considered for similar future procurements. This approach ensures that the government remains agile, promotes competition, and supports continuous improvement in cybersecurity readiness.

B. ___ BRAND NAME

Item required must be a brand name, product, or feature of a product, particular to one manufacturer.

C. ___URGENT AND COMPELLING. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:

1. Date on which the requirement was first identified:

2. Required delivery date/period of performance:

3. Explanation of why delivery/commencement of services by the date mentioned above is required:
