About this file
This document is a justification and approval for using other than full and open competition to procure a Keysight Technologies, Inc. signal generator system on a brand name basis from Keysight Technologies, Inc. specifically. The Naval Undersea Warfare Center, Division Newport requires one Keysight UXG series agile signal generator system with various options for use by its Code branch. The signal generator will cost over $750,000. A justification is made that the required signal generator must be compatible with existing Keysight signal generators used by Naval Air Systems Command and recreating the necessary signals and interfaces would cost over $750,000 and multiple work years. As no other offers are considered practicable, efforts will be made to publicize the requirement to invite responses, with the intention to award to Keysight Technologies, Inc. alone given the need for brand name compatibility. Price analysis will determine if proposed prices are fair and reasonable prior to award of a firm fixed price contract.

Keysight UXG Signal Generators were procured in FY18 and FY19 for the Naval Air Systems Command (NAVAIR) Atlantic Test Range (ATR) and Keysight signal generators are currently used with . The Keysight UXG X-Series agile signal generator meets the defined system and component level requirements’ complex t . Access to these will avoid a substantial duplication of work since
It is estimated that recreating this work will take at least work years to complete. This is equivalent to over the value of the UXG signal generator. There would also be a significant recurring cost if Code 34 needs to
. It is estimated that over the next years the cost of programming signals will be the equivalent to if we do not purchase a UXG signal generator that we already . This duplication of cost will never be recovered by going to the open market and publishing a Request for Proposal for a signal generator.
