BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From:
To: Cognizant Code 02 Acquisition Branch
Subj: BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
Naval Surface Warfare Center, Carderock Division’s (NSWCCD) Environmental Engineering, Science, and Technology Branch (Code 633) is in need of two (2) Rivertrace model Smart PFM 107 oil content monitors (OCMs). The OCMs are required for testing to military qualifications with respect to shock (MIL-DTL-901), vibration (MIL-STD-167), and electromagnetic interference (MIL-STD-461). The acquisition of the OCMs will support ongoing Afloat Environmental Quality Program sponsored by NAVSEA 05PF. The estimated cost of the two
(2) OCMs is approximately $41,000. The brand name for this requirement is:
Manufacturer:

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON BRAND’S
UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
The Rivertrace Smart PFM 107 is a commercially available OCM. The OCM is used to determine the oil content of oil/water separator (OWS) effluent to determine whether the OWS treated effluent is allowable for discharge into the ocean. In FY19, NSWCPD Code 334 completed performance testing on the Smart PFM 107 with positive results. Recently, NSWCCD Code 633 has been evaluating a highly promising OWS system; laboratory evaluation has been completed and shipboard demonstration is about to begin. The Navy in-service OCM, ET-35N, is not compatible with the OWS due to higher than acceptable effluent pressures (i.e.
~90 psid), and when implementing a pressure reducer, air bubbles form that interferes with the measurement sensor. In addition to NSWCPD Code 334’s test results, NSWCCD Code 633 successfully demonstrated the compatibility of the Smart PFM 107 with the highly promising OWS system and its effluent.
The brand name component is required to procure two (2) Smart PFM 107 OCMs for performing military qualification testing with respect to shock (MIL-DTL-901), vibration (MIL-STD-167), and electromagnetic interference (MIL-STD-461). The shock testing is expected to be a destructive test. All necessary modifications can be made to the second Smart PFM 107 if/when the initial test results in a failure.
If the justification is not accepted, an estimated 2 years and would have to be reinvested to identify an alternate OCM candidate and then to procure the OCM and complete performance testing and compatibility validation testing with the OWS. Therefore, in accordance with FAR 13.106-1(b)(1)(i), the circumstances of this contract action deem only one source to be reasonably available.
