DEPARTMENT OF THE NAVY

NAVAL SURFACE WARFARE CENTER CARDEROCK DIVISION

9500 MACARTHUR BOULEVARD WEST BETHESDA, MD 20817-5700

J&A Number: Code:

P.R. Number: 1300905362

JUSTIFICATION AND APPROVAL FOR USE OF BRAND NAME

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Carderock Division (NSWCCD), Contracting and Acquisition Department, Code 02.

2. Description of the Action Being Approved

NSWCCD is seeking to award on a brand name basis for 3D Platform materials, three large format polymer additive manufacturing systems, three bed leveling sensors, six each of 1.0mm, 1.6mm, and 2.4mm steel nozzles, 10lbs of PLA printing material, and 10lbs of PETG printing material. In addition to those items, NSWCCD is seeking an option to purchase the exact same items and quantities as previously mentioned. These machines will be used to support the first production run of an ongoing program of record of containerized systems for use in a mobile additive manufacturing lab to be used by the U.S. Marine Corps (USMC). Although a brand name is necessary to fulfill this requirement, it will be solicited from multiple sources.

This justification document is in accordance with FAR 13.501(a).

The requirement will use the combined synopsis and solicitation procedure set forth in FAR 12.603, and the notice will be posted to the beta.SAM.gov website. The total estimated value of this acquisition is approximately $ , of which $ will be funded at the time of award. The acquisition and all options will be completed in FY21.

Original Equipment Manufacturer:

3D Platform 6402 E. Rockton Road Roscoe IL 61073

The total estimated value of this acquisition is approximately $ , of which $ will be funded at the time of award. The acquisition and all options will be completed in FY21.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.

5. Rationale Justifying Use of Cited Statutory Authority

Large format polymer additive manufacturing systems that meet portions of the Navy requirements do exist. However, only the 3D Platform with the stated attachments and accessories meets all of the Navy requirements. The below table summarizes the key large AM systems requirements and the current capabilities of multiple large AM systems in the market:

Company
Build Volume
Maximum Weight
Max Material Throughput
Country of Origin
Navy Req
3x3x2’
750lbs
2.5lb/hr

3D Platform

3x3x2’

The brand name component is required in order to replicate first article units for testing at NSWC Crane as this brand name component was already tested and proven in the existing 3D Platform 300 Series systems. The item previously procured is being used to obtain testing certification, cybersecurity certification, and fielding approval from USMC Program Manager Supply & Maintenance Systems. If this, or any, brand name component are replaced within the system, additional testing and a new Authority to Operate (ATO) would be required resulting in a three to six month delay in acquisition and development of XFAB. This delay to mission essential work for the USMC is undesirable.

Additionally, failure to procure the brand name component will result in significant re- work and additional expense to the Government to include:

· Re-work of previously completed engineering work, conducted for form/fit/function. Estimated cost of re-work: $ (~Two FTE)

· Re-work of previously completed cybersecurity work, conducted to secure individual systems (to include networking equipment, UPS, and laptop configuration) and to obtain ATO which is tied to individual make/models of hardware. Estimated cost of re-work:

$ (~One FTE)

· Re-work of network engineering design and requirement verification. Non-similar network hardware will result in additional analysis of network speed, bandwidth, latency, and security needs. This is required both for functional testing verification as well as cybersecurity verification. Estimated cost of re-work: $ (.3 FTE)

· Execution of additional environmental testing. A change in equipment will require additional testing efforts to ensure new components will handle the environmental conditions. Scheduling these tests requires months of lead time and would require the entire system to be shipped out to conduct the tests with a full team of engineers on hand for multiple weeks. If another component is to be used, the test would have to be scheduled again for after the new equipment arrives. Estimated cost of re-work associated with the rescheduled testing is estimated to be $ plus additional hardware items to test.

· Additional costs will be required due to logistical considerations. Multiple hardware baselines will exist, causing tracking and supply considerations for fielded XFAB systems. The estimated cost of logistical differences is estimated to be $ per year.

· Additional costs will be incurred due to increased cybersecurity and software development efforts. Multiple software baselines will exist, causing nearly double the effort in maintaining software, patching, and also ensuring interoperability and compatibility between software items. The estimated cost of software differences is estimated to be $ per year (One FTE).

An award for products and material other than the brand name components would result in: a) substantial duplication of costs to the U.S. Government, which would not be expected to be recovered through open competition of minimum specifications, and b) unacceptable delays in the completion of mission essential work.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

The technical code conducted market by researching market catalogues, conducting internet searches, and contacting market experts. No products or materials were found to manufacture a large AM system that can meet the core Navy requirements described in Section 5.

However, several vendors were identified that are capable of delivering the 3D Platform products noted above. This requirement will be filled through competition of the acceptable Brand Name resellers.

7. Determination of Fair and Reasonable Costs

In accordance with FAR 15.402, the Procuring Contracting Officer (PCO) shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. The contractor will submit a formal price proposal and sufficient information to support the accuracy and reliability of the estimate.

The PCO will use past procurements from the Navy and other Department of Defense (DoD) agencies that have acquired 3D Platform 300 Series systems. This information will form the basis for determining a fair and reasonable price.

8. Actions to Remove Barriers to Competition

The Government will continue to canvass the additive manufacturing industry (via symposiums, conferences, RDT&E Testing) for advancements in the large AM system market. If the capability of the large AM technology changes, the Government will reexamine future needs and applications. Open communication with the large AM system industry is kept at all times.
