About this file
This is a Limited-Sources Justification document for a federal contract acquisition by the Peace Corps, issued under J&A Number 63,034-26. The Peace Corps Office of Management plans to award a 4-month extension contract to incumbent vendor CW Government Travel, Inc. for passport and visa services, including FAR clause 52.217-8 applicability. The contract period runs from March 21, 2026, through July 20, 2026, with an optional 6-month extension available under FAR 52.217-8 authority.
The justification cites FAR 8.405-6(a)(i)(1)(C), establishing this as a logical follow-on to an original Federal Supply Schedule order placed in accordance with applicable procedures. Peace Corps determined that the incumbent contractor is the only responsible source capable of meeting requirements due to unique travel and event planning needs requiring extensive agent and specialist training that would take 90+ days to complete. Given security clearance requirements, onboarding timelines, and the expiration of the current contract extension, Peace Corps cannot onboard a new Travel Management Company before service needs cease. A new competitive Request for Quote is anticipated with award by May 2026, after this extension period concludes. The document was approved on March 20, 2026, by Contracting Officer Charles Cryoskie.

Peace Corps 2
III. Regulatory Authority Permitting the Use of Other Than Full and Open Competition
A. SINGLE SOURCE/BRAND NAME JUSTIFICATION (FAR 13.106)
☐ FAR 13.106-1(b)(1)(i) Soliciting from a Single Source
☐ FAR 13.106-1(b)(1)(ii) Particular Brand-Name Item
B. LIMITED-SOURCES JUSTIFICATION (FAR 8.405)
☐ FAR 8.405-6(a)(i)(1)(A) An urgent and compelling need exits
☐ FAR 8.405-6(a)(i)(1)(B) Only one source capable of providing the supplies or services required at the Level of Quality Required because the Supplies or Services are unique or highly specialized
☒ FAR 8.405-6(a)(i)(1)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures (the original order or BPA must not have been previously issued under sole-source or limited-sources procedures)
☐ FAR 8.405-6(b) Items peculiar to one manufacturer (brand-name item)
IV. Rationale justifying Use of Cited Regulatory Authority.
Peace Corps 3
A. ☐ ONLY ONE RESPONSIBLE SOURCE
1. ☐ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
2. ☐ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. ☒ OTHER REASONS. Other reason not identified above.
Peace Corps has unique travel and event planning requirements that require extensive agent and specialist training. Training that would take 90+ days to complete. There is not enough time to complete those requirements, in addition to security clearances, and on-boarding a new Travel Management Company prior to the expiration of the current contract extension. As previously stated in section 2 discussions for a new RFQ are ongoing and we anticipate an award by May 2026, after the end of the current contract extension period.
