About this file
This is a Justification and Approval (J&A) document for a sole-source procurement issued by the Federal Bureau of Investigation, Laboratory Division, for continued maintenance and repair services of Liebert chiller units.
The requisition (SHOP-PR-26-001454) is for operations and maintenance support services for eight Vertiv Liebert in-row chillers (6 CRV30 units and 2 CRV40 units) located in the FBI Laboratory's unclassified server room in Quantico, Virginia. These precision cooling units are critical to mission operations, as chiller failure would cause server room temperatures to exceed 100 degrees Fahrenheit within one hour, risking permanent equipment damage. The contract requires semi-annual preventative maintenance performed by factory-trained and authorized Vertiv technicians, emergency repair support, and factory-certified replacement parts. The estimated contract value is $30,855.60, consisting of eight units at $4,457.68 per unit, with continuous performance required through April 11, 2027. The procurement is justified under 41 U.S.C. 152(3)/40 U.S.C. 501 and FAR 8.405-6(a)(b) as an item peculiar to one manufacturer (brand name specification), as Vertiv is the sole entity authorized to service these proprietary systems. AllCom Global is identified as the authorized service provider for the National Capital Region. Market research was conducted through consultation with knowledgeable government and industry individuals and review of similar requirements. No competitive procurement is planned for future acquisitions, though the government commits to continued market research to identify alternative sources.

FEDERAL BUREAU OF INVESTIGATION
LABORATORY DIVISION
Justification and Approval (J&A) for Other than
Full and Open Competition
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (X)
Requisition Number: SHOP-PR-26-001454
Date: 03/27/2026
Estimated Contract Dollar Value: The chiller service is estimated to cost $30,855.60 and is required to be continuously performed until 4/11/2027.
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), ITSU, has prepared this justification for other than full and open competition for Liebert Chillers on behalf of the ITSU, Laboratory Division.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The Federal Bureau of Investigation’s description of the contract action proposed for approval is detailed below.
The LABORATORY DIVISION Division(s) of the The Federal Bureau of Investigation require(s) the following products/services: General Repair/Maintenance
In support of This requisition seeks approval to purchase continued service for the Liebert chillers for the servers at the FBI Laboratory. These chillers are relied upon for the continued operation of the laboratory servers which are needed for mission critical operational case work. The chillers are currently covered under a maintenance agreement. The Laboratory relies on quick responses and repairs if needed. Additionally, the chillers need semi-annual maintenance that must be performed by a vendor that certified and approved by Vertiv, the maker of Leibert systems. ELAB requires the existing service contract to be renewed to ensure the chillers continue to operate properly.
3. A description of the supplies or services required to meet the agency’s needs.
The FBI Laboratory in Quantico, Virginia has an unclassified server room with eight VertivTM Liebert® in row chillers (6 CRV30 units and 2 CRV40 units) that require a preventative maintenance and emergency support contract. The Liebert chillers are precision cooling units that use a chilled water configuration and are installed within a row of high-density computing racks to maintain the temperature of the room. If the chillers fail, the Laboratory Division’s (LD) unclassified server room reaches temperatures of 100+ degrees in under an hour, which could result in permanent damage to IT equipment in this room. The LD chillers were installed in 2013.
The Liebert® CRV Row Based Cooling System Guide (pages 102-103 and 119-122) indicates that the chillers should have maintenance performed semi-annually by trained and authorized service personnel, extended service contracts, and factory-certified replacement parts. Given that the service manual recommends semi-annual maintenance, ITSU requires that existing service contract be renewed to ensure the chillers continue to operate properly.
4. The statutory authority permitting other than full and open competition.
The Federal Bureau of Investigation’s selected statutory authority which permits restricted (other than full and open) competition for this requirement is listed below. 41 U.S.C. 152(3)/ 40 U.S.C. 501, FAR 8.405-6(a)(b) — Item Peculiar to One Manufacturer (Brand Name Specification).

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.
The Federal Bureau of Investigation’s description of additional facts which support the use of restricted (other than full and open) competition is provided below. Vertiv is the only vendor who can complete the required service. Due to the proprietary and dangerous nature of the required service, work must be performed by a Vertiv factory trained and authorized technician. Vertiv owns Liebert corporation (chiller brand). AllCom Global is the authorized service provider for the National Capital Region. See attached vendor letter.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
O&M Support Services for the Lab Liebert Chillers: 8 each @ $4,457.68 (per unit) totaling $30,885.60.
8. A description of the market research conducted and the results.
