The Period of Performance for the current Option Year 4 remains unchanged as February 01 2020 through 31 January 31 2021.

In 2016, NGA awarded contract HM0476-16-C-0006 on a sole source basis to Compusearch. In September of 2016, the agency’s non-compliance with significant system security deficiencies needed to be remediated. PRISM application and infrastructure was brought into compliance with ICD 503 security control standards and integration with NGA Enterprise systems and processes. This effort will integrate the NGA Enterprise systems to reach system security accreditation standards of operation and bring the application into a flexible host environment for ease of infrastructure upgrades and system integration. The system accreditation and cloud migration effort spanned over the course of 3 years, was a total investment of $ to $ per year, for a total of $ .

In 2017, NGA determined through audit remediation that additional customizations to PRISM to enable enhanced accountability required by DOD with financial valuation workflows is required through PRISM, GEO-F, and PeopleSoft to enhance and trace cost accumulation by asset and overall system functionality.

In 2018, in addition to the other required systems enhancements, the DoD Financial Statement Audit determined that NGA’s auditable financial systems (GEO-F, PeopleSoft, PRISM) needed to be modified to capture Item Unique Identification and Valuation of Property (UI&VP) fields to provide enhanced accountability mechanisms to satisfy the financial valuation program plan proposed by NGA.

This proposed action will enable the PRISM program to continue on-going operations and sustainment, provide support for critical agency initiatives and enhancements to improve application efficiencies and deliver a greater user experience.

CLIN 4002: The PRISM application is currently operating in the Classified Commercial Cloud (C2S) environment and requires additional program support to ensure efficient and effective management of the software application. The program requires support in the following labor categories: Cloud System Administrator, Cloud Data Base Administrator, and Cloud System Security and Audit support. The level of effort required for this support increased due to the complexity of operating the system in the cloud.

When OY4 was originally proposed and priced the system was not operating in the C2S environment. Without these vital resources the program could possibly encounter risks that would impact system performance and directly impact the agency’s ability to provide contract and requisition support.

CLIN 4003: A recent audit finding identified the requirement for enhanced accountability mechanisms for NGA’s auditable financial systems, to include PRISM. NGA now requires its contract writing system to capture Item Unique Identification and Valuation of Property (UI&VP) fields in addition to other required systems enhancements. The PRISM operating system requires customization to enable enhanced accountability required by the Department of Defense within financial valuation workflows.

CLIN 4004: The PRISM O&S Team will modify the baseline system and deliver an enhancement that will deliver the ability to automatically assign and update Accounting Classification Reference Numbers (ACRN). The current process to enter an ACRN in a contract document requires the contract specialist to retrieve ACRN values from a spreadsheet and to manually enter the next available ACRN or existing ACRN if the line of accounting is already on the award document. The current process is inefficient and subject to errors and directly impacts vendor payments executed by NGA’s vendor payment team. The implementation of this enhancement will immediately improve application efficiencies, user performance and experience, and accelerate on time vendor invoice payments.

CLIN 4005: NGA’s financial, requisition, and MIPR capabilities currently reside on the PRISM application. The agency now has a requirement to transition those capabilities to GEOINT-Financials (GEO-F) currently supported at the NRO. NGA is seeking SME support to attend TEMs to identify the requirements and level of effort required to transition those capabilities to GEO-F. NGA does not have government personnel or SME’s that have knowledge of the PRISM application. The PRISM SME would support TEMs and assist the government with identifying the necessary requirements to provide to the NRO to enable the successful transition of financial and requisition capabilities from PRISM to GEO-F.

4. AUTHORITY CITED.

10 U.S.C 2304 (d)(1)(B) as implemented by FAR Part 6.302-1(a)(2)(iii)(B) Only one responsible source and no other supplies or service will satisfy agency requirements.

5. Demonstration That the Proposed Contractor’s Unique Qualifications Or Nature Of The

Acquisition Requires The Use The Authority Cited Above.

Pursuant to FAR Part 6.302-1(a)(2)(iii)(B), this requirement is available only from the original source for continued provisions of these highly specialized services, because award to any other source could not be accomplished in time to ensure continued mission availability of this critical contract writing system.

This modification is to increase the value and scope of the contract awarded to Compusearch for the continued sustainment of NGA’s current PRISM environment including all associated software enhancements and interfaces deployed operationally. PRISM is NGA’s sole enterprise procurement system and the official system of record for all actions created under DoD contracting authority. It is used to generate and manage requisition, solicitation, and contracting documentation. NGA is in the process of planning for the competitive follow-on acquisition based on an independent study completed in June 2018. This study investigated the overall business financial processes and systems throughout NGA, which resulted in recommendations to invest in a future Contract Writing System as well as revector pre-acquisition financial business workflows into the financial system, GEO-F that already provides the capability, but NGA has not investigated the system potential improvements for financial auditability.

6. EFFORTS TO OBTAIN COMPETITION:

The Government released a Sources Sought/Notice of Contract Action through the Governmentwide Point of Entry (FBO.gov) in accordance with FAR Part 5.201 and DFARS PGI 206.302-1. The notice advised industry that the government was contemplating this sole source contract increase in scope for the NGA PRISM operating system. The notice was posted on June 7, 2019 and closed on June 21, 2019. No responses were received in response to this GPE notice.

7. FAIR AND REASONABLE:

The contracting officer has determined that achieving a fair and reasonable price is obtainable since there is sufficient pricing history with this system. The contracting officer will evaluate the contractor’s proposal in requirements and other best practices, will be used to determine a fair and reasonable price the resulting contract action. The contracting officer will evaluate the proposal in accordance with FAR 15.404-1, proposal analysis techniques to determine price reasonableness.

8. DESCRIPTION OF MARKET RESEARCH CONDUCTED:

For the follow-on effort, the government has issued an initial Sources Sought (Request for Information (RFI)) via FBO.gov on June 11, 2019. This action identified several companies that were interested in NGA’s upcoming competitive CWS follow-on requirement. In is anticipated NGA will continue to pursue vigorous and significant market research, including industry days and one-one meetings with other government agencies and potential contractors and subcontracts, in the coming months.

9. OTHER FACTS:

NGA is currently conducting numerous meetings to decouple the purchase request capability from PRISM and it will take a minimum of 12 months to implement. Therefore, the requirements outlined in this J&A cannot be detached as a separate competed requirement without significant delays and increased cost. It is already speculated that the CWS follow-on system will require a minimum of three months to transfer the data as well as 12 months for integration with NGA’s Enterprise and Business Financial systems.

This modification, to increase the value and scope, is considered essential to meet NGA’s requirements.

The continued provision of these highly specialized services is essential to meet audit and the NGA mission.

10. INTERESTED SOURCES:

As stated in Paragraph 6. above, there were no responses to the sources sought FBO.gov announcement of June 7, 2019. Several companies have expressed interest in the follow-on acquisition.

11. ACTIONS TO OVERCOME COMPETITION BARRIERS:

The Compusearch/PRISM contract is being replaced through a competitive acquisition. The new competition based award is anticipated to take place prior to the end of the last option period of performance of the contract (HM0476-16-C-0006). Acquisition planning and market research efforts are taking place on the follow-on effort at this time.
