About this file
This document is a Justification and Approval (J&A) for a twelve-month bridge extension of a Petroleum Oils & Lubricant (POL) Architect-Engineering (AE) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract for the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC). The current contract, which expires on 31 August 2025, includes eight awardees: Argus Consulting, Austin Brockenbrough & Associates, Enterprise Engineering, GTP Consulting Engineers, Robert and Company, Burns & McDonnell Engineering, Pond & Company, and Tetra Tech/Wood-HDR Joint Venture.
The primary purpose of this contract is to provide architectural and engineering support for the NAVFAC EXWC Petroleum Oils and Lubricant (POL) program, including design, inspection, and engineering services for pipeline projects involving fuel storage, distribution systems, and related infrastructure. The bridge extension will allow time to complete the follow-on competitive contract, which is anticipated to be awarded with a small business reserve before 31 August 2026. The extension is necessary due to recent scope changes and to prevent a gap in critical Navy mission support services, with the primary funding source being Defense Working Capital Funds.
