Justification and Approval for Other Than Full and Open Competition

This document is a Justification and Approval (J&A) for the Department of the Navy to use other than full and open competition for a contract modification.

The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) seeks approval to increase the maximum not-to-exceed value of an Architect-Engineer (A/E) IDIQ contract (N62473-21-D-2212) from $100,000,000 to $115,000,000. The contract was originally awarded to ManTech SRS Technologies, Inc. on April 13, 2021, under 40 U.S.C. Chapter 1101 (Selection of Architects and Engineers) as an unrestricted full and open procurement with a task order range of $5,000,000 to $10,000,000. The base period is two years with one five-year option period, and the ordering period expires April 12, 2028. The $15,000,000 capacity increase is justified to accommodate future task orders and modifications for Range Sustainability Services supporting Military Training and Testing Range Complexes and Assets worldwide, with work predominantly performed in the United States Pacific Fleet area of responsibility.

The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority for limiting competition to a single source. NAVFAC SW requires the additional capacity to support the Tactical Training Theater Assessment and Planning (TAP) Program, which provides environmental planning services under NEPA and Executive Order 12114. The contract is identified as the only NAVFAC SW A/E IDIQ contract providing this unique suite of specialized engineering and environmental planning services. As of January 28, 2026, $69,400,000 in task order obligations have been awarded, with all unexercised options totaling approximately $30,000,000, nearly consuming the contract's $100,000,000 capacity. The modification was approved by the Echelon IV Commanding Officer on August 15, 2026.
