1. Contracting Activity Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), San Diego, California.

2. Description of Action being Approved

Request approval for the procurement via contract modification of proprietary Supervisory Control and Data Acquisition (SCADA) equipment. The approval applies to brand-name equipment that is compatible with the Installation’s existing monitoring and controls system in compliance with UFC 3-230-03 Water Treatment; 7-2 Instrumentation and Controls.

SCADA costs for the projects RM 18-0876 Inlet Works and Clarifier and RM 18-0972 Filter Gallery Upgrades are collectively expected to be $376,511. This amount is only a nominal percentage, approximately 5.38%, of the overall construction costs for the projects (currently estimated at $7 Million).

4. Statutory Authority Permitting Other Than Full and Open Competition The statutory authority permitting other than full and open competition is 10 U.S.C.

2304(c)(1), “One source or limited sources,” as implemented by FAR 6.302-1(c)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements;

Application for brand-name descriptions.”

5. Rationale Justifying Use of Cited Statutory Authority

UFC 3-230-03 Water Treatment; 7-2 Instrumentation and Controls requires that remote monitoring and control systems must meet the Navy’s Risk Management Framework (RMF) Information Technology/Operational Technology (IT/OT) security requirements and standards. RM 18-0876 Inlet Works & Clarifier / RM 18-0972 Filter Gallery Upgrades are projects to the existing water treatment plant at NAS Lemoore. NAS Lemoore’s RM14- 0357-Replace Water Treatment plant SCADA System ($3.8M), now under construction, is bringing the plant’s controls into compliance with the RMF requirements. Therefore, all monitoring and controls equipment installed must meet requirements of the existing system to sustain the RMF Authorization to Operate (ATO), and to be maintained and sustained by the Installation.

The above listed specific brand/make/model of equipment must be purchased in order to be compatible with the current SCADA system at the water treatment plant. The current SCADA system utilizes the Modicon X80 family, and interfaces with Schweitzer Engineering Laboratories Relays, and HACH Universal (analyzer) controllers, and Cisco Switches. Additional SCADA components will not interface with other manufacturer materials. In addition, the actuators, motor relays, and analyzer controllers have evolved from simple electro-mechanical equipment into sophisticated-programmable devices with IT/OT interfaces that also required approval for the RMF/ATO.

Additionally, the use of brand name components that have been previously included in the current ATO, avoids the significant costs and delays associated with obtaining a new ATO for the SCADA system which, due to IT/OT security risks, is required when additional nonconforming hardware or software is added to the system with resultant changes in the security posture of the system. The process of obtaining a new ATO would unacceptably delay the operational use of monitoring and controls equipment for the affected plants, resulting in a significant degradation in accomplishment of the mission.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

The specific brand name products are required, but the products can be purchased from more than one distributor and multiple resellers of these items exist. In accordance with FAR 6.302-1, the approved J&A will be posted on beta.SAM.GOV at the time of award.

7. Determination of Fair and Reasonable Cost

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions Taken to Remove Barriers to Competition

Currently, there is no other equipment available that could be installed and be compatible with the existing SCADA system at NAS Lemoore water treatment plant.

If another potential source emerges, NAVFAC Southwest will assess whether competition for future requirements is approved.
