About this file
This is a Justification and Approval (J&A) document for the use of other than full and open competition in a federal procurement. The Naval Undersea Warfare Center Division Newport, Code 02, is requesting approval to award a Firm Fixed Price (FFP) contract on a sole source basis to Pacific Scientific Energetic Materials Company (PacSci) for the procurement of 1,500 MK 288 MOD 1 Igniter assemblies (part number 6105392), which are critical electro-explosive devices used in torpedo propulsion engine startup. The base period of performance is 26 months from contract award with an estimated completion date of November 2028, with no options requested.
The rationale for sole source justification centers on the MK 288 Igniter being a highly specialized component with rigorous First Article Testing (FAT) requirements and complex manufacturing tolerances that are essential to system safety and performance. PacSci is identified as the only source with a proven, qualified design capable of immediately meeting technical and schedule requirements, having successfully manufactured this item for years and recently delivered 500 units in November 2025 under SEPA contract N0010424PK015. The Government estimates that awarding to any other source would result in approximately $750,000 in qualification costs and unacceptable schedule delays due to previous failed attempts by alternative vendors to achieve FAT and design requirements. While the Government possesses a validated Technical Data Package (TDP) and full drawings, the barrier to competition is the technical complexity rather than lack of data. The Government has actively invested in attempting to qualify alternative sources but commits to monitoring the electro-explosive device industrial base for potential future competition if qualified alternative sources emerge.

7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/ covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
The Government currently possesses a validated Technical Data Package (TDP) and full drawings for the MK 288 MOD 1 Igniter. The primary barrier to competition is not a lack of data, but rather the highly complex manufacturing tolerances and stringent safety requirements associated with this Critical Safety Item.
The Government has actively attempted to overcome this barrier by investing significant time and an estimated $750,000 to qualify alternative sources . Despite these efforts, vendors were ultimately unable to deliver compliant hardware. Due to these technical failures and timelines, establishing competition for this current requirement is not feasible. However, NUWCDIVNPT remains committed to fostering a competitive marketplace and will continue to actively monitor the Electro- Explosive Device (EED) industrial base. Should a potential source emerge demonstrating the independent capability to meet the stringent design and First Article Testing (FAT) requirements, the activity will evaluate the feasibility of qualifying them for future procurements.
