About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) on June 2, 2026.
NAVFAC SW requests approval to increase the maximum not-to-exceed value of an existing Architect and Engineering (A-E) Facility Planning Services single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, N62473-22-D-1202, by $10,000,000, from $15,000,000 to $25,000,000. The contractor is MAKERS Architecture and Urban Design LLP (MAKERS), to whom the contract was competitively awarded on September 28, 2022 under 40 U.S.C. Chapter 11 Selection of Architects and Engineers. The contract provides A-E services including project planning documents, shore infrastructure master planning, geospatial information and services, and cadastral support services. The contract was awarded under NAICS Code 541320 (Landscape Architectural Services) with a task order range of $10,000 to $1,500,000. The contract ordering period expires September 27, 2027 and remains unchanged. The capacity increase accommodates award of six planned future task orders with estimated total value exceeding the remaining contract capacity, including projects at Naval Base Ventura County, Naval Air Station Lemoore, Naval Weapons Station Seal Beach, Naval Base Coronado, and Naval Base San Diego, with expected award dates in the fourth quarter of fiscal year 2026 and fiscal year 2027. The statutory authority cited is 10 U.S.C. Section 3204(a)(1), as implemented by FAR 6.103-1 (only one responsible source). NAVFAC SW states that no additional market research was conducted as it is not practicable for any firm other than MAKERS to provide the required services, and the Contracting Officer determined the anticipated costs will be fair and reasonable. NAVFAC SW is procuring a follow-on A-E Facility Planning Services IDIQ with a maximum capacity of $30,000,000 and planned award date in August 2027.

SAN DIEGO, CA 92132-5190
J&A No. 26-34-3
2 June 2026
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), San Diego, California.
2. Description of the Action Being Approved.
Request approval to use other than full and open competition to increase the maximum not-to-exceed value of the Facility Planning Services single award Architect and Engineering (A- E) basic Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, N62473-22-D-1202 by $10,000,000 from $15,000,000 to $25,000,000. This capacity increase will accommodate award of future task orders and execution of modifications to existing and future task orders.
Increased contract capacity is required to allow a continuation of critical services on existing task orders, and to maintain NAVFAC SW operations, while the follow-on contract is being awarded. The ordering period for the contract expires on 27 September 2027 and will remain unchanged.
3. Description of Supplies/Services.
The A-E Facility Planning Services contract was competitively awarded to MAKERS Architecture and Urban Design LLP (MAKERS) on 28 September 2022 using selection of sources for A-E contracts pursuant to 40 U.S.C. Chapter 11 Selection of Architects and Engineers with a capacity of $15,000,000. To date, there has been in award actions under the contract, leaving a remaining capacity of . The contract has one (1) two-year base period and one (1) three-year option period. The option period was exercised via modification P00003, dated 17 September 2024, extending the ordering period to its current contract completion date of 27 September 2027.
The contract provides A-E services for project planning documents, shore infrastructure master planning, geospatial information and services, and cadastral support services. The contract was awarded under North American Industry Classification System Code 541320 (Landscape Architectural Services) with a task order range of $10,000 to $1,500,000.
The contract will be modified to add the above requested capacity upon approval of this justification and approval (J&A).
4. Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is 10 U.S.C. Section 3204(a)(1), as implemented by FAR 6.103-1, only one responsible source.
5. Rationale Justifying Use of Cited Statutory Authority.
NAVFAC SW has future planned award actions in the amount of for this contract, than the contract’s remaining capacity of
Contract N62473-22-D-1202 is the only NAVFAC SW A-E contract for facility planning services. Considering the importance of this IDIQ contract for NAVFAC Southwest design and construction programs, historical usage of this contract, and the ongoing process to award the follow-on procurement, it is critical that the capacity of this contract be increased sufficiently to prevent a break in service until the follow-on contract is awarded. It is critical to the NAVFAC SW mission to maintain an active Facility Planning Services contract with sufficient capacity. Facility planning services are often required prior to any design or construction starting; therefore, a gap in the ability to contract these services could result in multiple delays of priority projects throughout the NAVFAC SW area of responsibility.
Increased contract capacity will ensure continuity of facility planning services, allowing for the planned award of new task orders and modifications, and provide capacity to accommodate unforeseen work required under new and existing task orders.
The planned contract actions that necessitate the increased capacity include:
Project Title Estimated Amount
1 Naval Facilities Engineering and Expeditionary Warfare Center Facility Optimization Plan, Naval Base Ventura County
2 Independent Cost Estimate, Naval Air Station Lemoore 3 Conversion Study Modification, Naval Weapons
Station Seal Beach
4 Facility and Site Assessment Project Development for , Naval Base Coronado
5 Naval Surface Force, U.S. Pacific Fleet Space Optimization, Naval Base Coronado and Naval Base San Diego
6 Surface Development Group ONE Feasibility Study , Naval Base San Diego
Total
This $10,000,000 capacity increase will ensure sufficient contract capacity is provided for the aforementioned projects and projects that are already solicited. These task orders have expected award dates in the fourth quarter of fiscal year 2026 and in fiscal year 2027. This capacity increase will also ensure sufficient contract capacity for currently unplanned future actions during the final year of the contract.
Failure to increase the contract capacity will greatly negatively impact multiple Navy and Marine Corps installations, as they will not be able to award time sensitive projects that are critical to the Navy’s mission. Awarding these projects on other non-Facility Planning Services specialty type contracts, or as stand-alone contracts excessively increases the procurement timeline and cost for each project, thus impeding the Command’s ability to support the Warfighter. Additionally, facility planning projects in the near future would be placed at increased risk due to a lack of available capacity for any required modifications. It is necessary for MAKERS to provide these services via the increased capacity, to avoid a break in service that will jeopardize the mission by delaying needed facility planning efforts.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any firm other than MAKERS to provide the required services. In accordance with FAR 6.301, the approved J&A will be posted on SAM.GOV within 14 days of award of the contract modification.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
NAVFAC SW is currently procuring a follow-on A-E Facility Planning Services IDIQ for future requirements with a planned award date in August 2027. The maximum capacity for the contract will be $30,000,000, reflecting the increased demand for planning services required for military facilities.
