About this file
This is a Justification and Approval (J&A) document for a sole source contract modification to extend custodial services for Naval District Washington (NDW).
The Naval Facilities Engineering Systems Command (NAVFAC) Washington is requesting authorization to award a bridge contract modification to NJS Joint Venture, LLC (located in San Jose, CA) for regional custodial services without full and open competition under the authority of 10 U.S.C. 3204(a)(2) for unusual and compelling urgency as implemented by FAR 6.302-2. The contract is N4008019D0306, and the bridge period runs from 01 April 2026 through 30 September 2026, consisting of a 2-month base period (01 April – 31 May 2026) followed by four one-month option periods (June through September 2026). The services provide critical janitorial operations to multiple facilities including Navy Yard, Patuxent River, Indian Head, Carderock, and Naval Observatory. NJS has been performing custodial services under this contract since 2020 and requires no transition phase due to existing performance capabilities. Funding will be provided by FY26 O&MN funds from various customers. The justification cites insufficient time to conduct a competitive procurement due to government personnel attrition, a recent employee furlough (01 October – 13 November 2025), and late notification in January 2026 regarding the addition of Commander, Navy Installations Command (CNIC) facilities to the regional procurement scope. The original award date of 28 February 2026 was no longer achievable given the need for a 30-day transition period. The J&A will be synopsized on the Government Wide Point of Entry (GPE) as a sole source modification. A follow-on competitive 8(a) small business set-aside solicitation is pending with a planned award date of 30 April 2026, and no further bridge contracts are anticipated.

4) Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is 10 U.S.C.
3204(a)(2), Unusual and compelling urgency, as implemented by Federal Acquisition Regulation (FAR) 6.302-2.
5) Rationale Justifying Use of Cited Statutory Authority.
The regional Custodial Services contract provides critical janitorial services to facilities and installations in the National Capital Region. No other contract vehicle exists that could be used to meet the regional custodial services requirements. The impact of not providing custodial services to these installations will severely impact operations at Navy Yard, Patuxent River, Indian Head, Carderock, Naval Observatory and potentially result in mission failure. Even a short gap in services could negatively impact life, health, safety, and mission.
The work is scheduled to commence in April 2026.
The services under this requirement are being provided by NJS, NJS has been supporting the custodial services contract since 2020. NJS has extensive knowledge of the required services. Its familiarity with custodial operations and procedures allow NJS to seamlessly continue performance. In addition, NJS does not require a transition phase because they are already performing the work and providing the services. Executing this contract action will avoid the risk associated with not having ample time to transition and start full performance. NJS possesses the manpower and skill levels to provide the required services without a learning curve or additional phase-in/mobilization requirements. Failure to award a bridge modification to NJS could severely compromise services and negatively impact life, health, and safety.
The need for a second bridge contract is due to several unforeseen circumstances and critical administrative obstacles including attrition of relevant government personnel required for the technical input for the solicitation and a recent furlough of government employees from 01 October 2025 to 13 November 2025.
In addition, notification was received in January 2026 that stated Naval Surface Warfare Center (NSWC) inventory included Commander, Navy Installations Command (CNIC) facilities, which needed to be added to the regional custodial procurement. Due to urgent changing requirements, the procurement timeline has been impacted to validate and incorporate the inventory change. The original planned date of award was 28 February 2026, with a 30-day transition during the month of March 2026. The new services were due to start 01 April 2026. There is insufficient time to synopsize this action, solicit offers, conduct source selection, negotiate, and award an interim, short-term contract to perform these services. Time constraints prevent both the timely award of the new contract and the required 30-day phase-in period for the new contractor. The anticipated costs to competitively award a short-term bridge contract are believed to exceed any savings that would be generated through competition and there will be a gap in services if no action is taken. The proposed

J&A will be synopsized on the Government Wide Point of Entry (GPE) as a sole source contract modification to NJS, upon approval of this J&A.
In order to ensure a smooth transition and maintain performance of the current services, a bridge is requested to allow for proper solicitation, site visit, receipt of proposals and negotiations, if necessary, and to allow for a 30-day phase-in period as required by the solicitation details.
6) Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
This proposed action is being requested under FAR Part 6.302-2 Unusual and compelling urgency. There is insufficient time to synopsize this action, solicit offers, conduct source selection, negotiate, and award an interim, short-term contract to perform these services. The anticipated costs to competitively award a short-term bridge contract are believed to exceed any savings that would be generated through competition and there will be a gap in services if no action is taken. The proposed J&A will be synopsized on the Government Wide Point of Entry (GPE) as a sole source contract modification to NJS, upon approval of this J&A.
7) Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8) Actions to Remove Barriers to Future Competition.
The follow-on procurement will be solicited as a competitive 8(a) small business set-aside under the 8(a) Business Development Program. The solicitation is pending and has a planned award date of 30 April 2026. No further bridge contracts are anticipated for this requirement.
The bridge contract is being requested as an interim measure until the new contract is awarded.
