About this file
This is a Memorandum for Record documenting justification and authorization for a sole-source contract award for caprines (goats) to support critical medical training at the Joint Special Operations Medical Training Center under USASOC.
The contracting activity is the USASOC Contracting Office. Indigo Ridge Farms, LLC (Indigo), the current incumbent contractor, is being awarded a bridging contract for caprines and caprine delivery from March 17 through March 31, 2026. The requirement supports the 18D Special Operations Forces Medics and ensures uninterrupted life-saving medical training. The contract is a firm fixed-price acquisition utilizing FY26 Operations and Maintenance funds. The sole-source justification under FAR 12.201-1 is based on three factors: caprines are commercial products; no other source is currently capable of fulfilling the requirement; and the authority is cited in FAR 12.102, Table 12-1. The prices are fair and reasonable as they were negotiated under the FAR 52.217-8 Option to Extend Services clause. The contracting officer certified the justification as accurate and complete as of February 24, 2026. No competing sources expressed written interest in this acquisition. Market research was not conducted for this sole-source action because Indigo is the incumbent; however, market research for the ongoing competitive recompete was completed on May 15, 2025, and resulted in two responses from capable companies. The recompete award has been delayed due to GAO protest B-424156.1, and the current contract's six-month extension under FAR 52.217-8 expires March 14, 2026. Additionally, caprine procurement requires 14 days of quarantine before delivery and 30 days' advance notice to the contractor, making Indigo the only viable source to bridge the gap until the recompete contract is awarded.

Text version
14 March 2026. Accordingly, the current contract can no longer be used after 14 March 2026.
Lastly, caprine procurement requires that caprines be quarantined 14 days before delivery and a 30-day notice be provided to the Contractor. Accordingly, the process to procure caprines after 14 March 2026 must proactively commence to ensure no disruption to mission training. Given these constraints and limitations, Indigo (current incumbent) is the only source capable of providing caprines until the recompete contract is awarded.
The cited authority, FAR 12.201-1, is appropriate because: 1) caprines are commercial products,
2) no other source is currently capable of fulfilling the requirement, and 3) Table 12-1 (Authority Citations for Restricting Competition) listed in FAR 12.102.
(6) A description of efforts made to ensure that offers are solicited from as many potential sources as possible, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applied
The recompete is ongoing but has been delayed due to GAO protests. The source selection for the recompete is competitive. This actievaluateon is a bridged solution to provide the critical supplies until the recompete award is completed.
(7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
Prices are fair and reasonable as they were negotiated as part of the 52.217-8 Option to Extend Services.
(8) The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.
Market research was not conducted as this is the incumbent of the Caprine contract. Caprines are a small niche supply with only a few sources. Market Research was conducted for the recompete and resulted in two responses from capable companies. The Market Research Report for the recompete was completed on 15 May 2025. No additional market research has been conducted as prices are in line with current market value.
(9) Any other facts supporting use other than full and open competition, such as:
(i) When 6.103-1 is cited for follow-on acquisitions as described in 6.103-1(c)(2), an estimate of the cost to the Government that would be duplicated and how the estimate was derived.
No other supporting facts.
(10) A listing of the sources, if any, that expressed an interest in the acquisition in writing.
None
